Abstract
Republic of Belarus is an average by the size the sovereign state forming the strategy taking into account policy of the global players who are carried out in the East European region. The attitude towards Belarus of global actors (the USA, the EU, China and Russia) and the repertoire of steps taken by Minsk depend on a set of factors which analysis is carried out in the first part of the article. It is noted that Belarus as the player in the region of Eastern Europe has not completely created the policy yet. New opportunities for formation of the strategy of the Belarusian policy adequate to national interests have appeared because of revaluation of a role of Belarus as important donor of safety in the region against the background of efforts of Minsk on settlement of the Ukrainian crisis.

Abstract
In the article, various approaches to an interpretation of the concept “information policy” are considered, and the author’s understanding of information policy of Russia in present period of oppositions of civilizations is given. Information policy is presented as activity for production, distribution and interpretation of information of which the synthesis of interests of government and civil society, which is the key to comprehensive safety of the country, has to be result. Information policy connects together the main paradigms of domestic and foreign policy of the state, representing the synthesized representation of their major components.

Abstract
Measurement of size of tax burden as key indicator of quality of tax system is one of the most important problems of the state in the course of tax transformations and formation of priorities of economic development. However against the background of absence as official determination of tax burden of economy, and approved at the state level of an order of her calculation more and more distinctly the need for obtaining data on tax climate, comparable to other countries, for the country is shown that can be provided with application of the standard technique of assessment. In the article, features of assessment of tax burden by a technique of the International Monetary Fund are considered.

Abstract
This article is devoted to major measures undertaken in order to reform the EU macroeconomic policy as a result of Eurozone crisis. It is a highly crucial issue for academic research due to multiple problems that occurred in the Eurozone states as a result of the 2008 world financial crisis. It is also an interesting issue for research because of the EU’s activities targeted at insuring efficiency of the EU institutions and support of problematic member states. Research objective of this article is examination of the Eurozone crisis influence on the evolution of institutional aspects of the EU macroeconomic policy. The methodological basis of this research is composed of positive economics, comparative analysis, structural and functional analysis, and theoretical aspects of rational choice institutionalism. As a result of the research, it was demonstrated that internal debates within the EU had negative impact of the Eurozone crisis, institutional reforms undertaken to solve the crisis were not finalized, but eventually the European Union managed to find solutions to solve the EMU problems in the context of macroeconomic harmonization. The practical importance of this article is determined by evaluation of the current Eurozone situation and efficiency of institutional reforms.

Abstract
The article deals with topical at the moment for Russia risk factors companies’innovation activities-external and internal. External risk factors are studied on the basis of the division into two groups: a) macroeconomic risk factors, the impact of which increased during the period of the «second wave» of the financial crisis (since 2014) and the introduction of the sanctions regime; b) the effect of which has a profound institutional framework in the Russian and global economy. There are four concurrent restrictive conditions that have a negative impact on the introduction of innovative risks of doing business in Russia: the inability to get in a joint operation or acquire technology and equipment, which represent the achievements of the world scientific and technological progress in a number of sectors; reducing the availability of long-term foreign credit; reduction of budget expenditures allocated to financial support for innovation companies; negative impact on the nature of demand for innovative products from the Russian Federation, implemented in major foreign economies. Also the study views a number of institutional constraints, such as the unavailability of long-term loans at low interest rates in domestic Russian economy and the narrowing of the global market of portfolio investment.The article studies the possibilities of neutralizing and reducing risks. In order to reduce the external innovation risks caused by the sanctions, the Government of RF and major Russian companies should submit such proposal of joint projects, which would be necessary and beneficial to Western partners. The ways of reducing the risk by the internal sources of innovation are presented. As an example, there is considered an interaction in the sphere of technology transfer with leading companies from abroad in the timber industry. It is viewed as a basis for a comprehensive approach to reduce the risks of innovation.

Abstract
APEC has a comprehensive development agenda whose importance and scale has been rising steadily over the recent years. Russia has been actively involved into APEC’s work in this field. However, it can be argued that its potential for participation remains largely underutilized. This paper provides examples showing how Russia can go beyond those parts of the APEC development agenda it has been already active at considering both domestic development priorities and its economic interests in Asia-Pacific.

Abstract
Today the expansion of foreign suppliers` access to public procurement is becoming more pronounced tendency in international trade. This is reflected both in the growing participation in WTO Government Procurement Agreement, and in negotiating government procurement commitments at the regional level. Given the protectionist policy of Russia in the field of public procurement and the objective necessity to intensify participation in various promising integration projects and initiatives, particularly in the Asia-Pacific region, it is important to determine the most favorable format for cooperation with trade partners on public procurement issues.

Abstract
Macroeconomic theories based on expectations of economic agents appeared at the end of the last century. There are various ways of defining these expectations, and in this paper we propose to estimate the economic expectations on the basis of official data about transactions in derivative financial instruments. Using data of trades on the Moscow stock exchange were analyzed arbitrage strategy spot-futures and futures-futures for the purpose of estimating inflation expectations of investors. To assess suggestions about the stability of the economy were considered options on futures on the RTS index and the volatility index, and the instability in some commodity markets is proposed to evaluate the open interest on futures.

Abstract
The article analyzes the role and composition of youth organizations of Russia at the beginning of the 1920s. Examines the anarchist, social democratic, Orthodox, Zionist and scouting organizations of youth. The conclusion is that the elimination of the diversity of types of youth organizations throughout the 1920s and the introduction of a monopoly of the young Communist League has reduced the variation in youth socialization.

Abstract
The article notes that the Republic of Belarus in the Eurasian geopolitical space is a transit country, being the point of contact the Western Christian, Eastern Christian civilization and the border of the two most important geo-economic associations. The paper emphasizes that the SCO should be considered as an important geopolitical subject, one of the main objectives of which is the structuring of the Eurasian geopolitical space. It is noted that the new status of the Republic of Belarus in this organization opens new opportunities associated with the formation of a full-fledged «designers» of the modern Eurasian geopolitical space.
