Abstract
In this article negative consequences of the carrying out in Russia in last 25 years reforms are studied. Such reforms are in education, agriculture, social and pensionary maintenance, home and communal economy, police and other brunches. These reforms’ primary flaw is shown. It is the absolute alienation at the vital interests of Russian people and simultaneously the orientation to serving mercenary interests of the world financial oligarchy.

Abstract
Nowadays application of punishments, which are alternative to imprisonment, is developing in the Russian Federation. Russia has rather successful experience of implementing such punishments. Efficiency of suspended sentence and conditional release is confirmed by the fact that recidivism among probationers during having a record in special commandant’s offices didn’t exceed 3%; within the next three years after deregistration - 5-6%. Psychological follow-up of the Corrective Services (CS) activity has begun rather recently. In CS departments the psychological service has started functioning since 2010, and now the regulatory and legal framework requires modification and correction. The historical analysis of psychoeducational work techniques in the context of executing punishments which are not connected with incarceration is presented in the article. Such forms of educational work as patronage, activity of social inspectors, councils of people’s assessors, public councils are revealed and analyzed. Besides, the analysis of psychological work with convicts to the punishments, which are alternative to imprisonment, is given.

Abstract
Understanding the cultural specifics of organizational behavior in the international context allows managers to make decisions concerning the selection of employee motivation techniques both for commercial enterprises and state entities. Researcher Geert Hofstede defined culture as «the collective programming of the mind which distinguishes the members of one group from another». Evaluation model of cross-cultural aspects of the workers’ behavior gives managers the tools of formation of motivation and decision-making strategies. The process of motivation in multinational management team involves the positioning of employees in an international company in accordance with their interests, not only to the needs of transnational expansion, the formation of supportive and confidential organizational environment, informing the employee about the strategic intentions of the organization and their own career prospects. This achieves the activation of professional and communication skills of employees, determined by the synergistic effect of cross-cultural interaction.

Abstract
The current stage of socio-economic development of Russia is characterized by radical changes in various sectors of economic policy. These changes affect and energy complex of the country. The strategic objectives of development of the power of St. Petersburg are to ensure the energy security of the region, meeting the needs of the economy and population in electric energy. This article analyzes the main problems of formation of strategy of development of fuel and energy complex of St. Petersburg. The authors point out the specific role of PJSC «Gazprom» in this process.

Abstract
The material presents the results of the discourse analysis of the representation of science and scientific issues by the statements of young people (students living in St. Petersburg, 53 people); identified their motives and contexts of participation in research activities; considered places and centres of science attractive for young people in St. Petersburg. There is a problematization of dialogue and interaction between the city and science. The study of relevant to the city as a world heritage site questions commenced: How is the attitude to science correlated with the identity of St Petersburg citizen? How are innovative projects woven into the structure of the city? How do they coexist in the context of the monuments and the world heritage site’ values? How is scientific discourse woven into the urban architecture, urban landscape?

Abstract
This article determines definition of strategy and strategic planning. It also deals with terms and conditions that provide sustainable economic and social development and economic growth of city agglomerations. Strategy of economic and social development of Saint Petersburg until 2030 is analyzed in terms of creative industries development. Basic statements of comparative analysis of creative industries (according to Strategy 2030) and status of the creative sector of the economy are discussed. Preconditions for Strategy 2030 actualization are represented from the point of creative industries development.

The article considers the main problems of achievement for food security and sustainable development of the food industry. In the article the analyses of state support’s the measures for solving problems are given, as well as the functioning of the food industry are given. The article contains the analysis and conclusions about the level of food production over the past two years and the description of problems and factors influencing economic sustainability. The article reveals main issues about the reproduction of fixed assets as the method of solving one of the problems of development of food industry in order to ensure economic sustainability.

Abstract
In the article the basic directions of activity of the Russian Federation in the framework of the Shanghai cooperation organization are considered. The conclusion is that Russia from the moment of foundation of the Organization actively supports association of the member countries’ positions of the Shanghai cooperation organization in the sphere of ensuring regional security. The analysis was carried out of economic policy concerning Organization member countries. As a result revealed that the creation of energy club lobbied by the Russian Federation shows the paramount importance of the energy component of the countries cooperation of the Organization. Highlight some positions that determine the importance of Russian energy diplomacy in the activities of the Shanghai cooperation organization.

Abstract
The article is an attempt to clarify the position of book in the social-cultural space. Book is treated as semiotic text in the cultural system (semiosphere) and the integral message in the social-cultural communication. We analyze the sign system of book and the influence of the material factor at the interaction of signs and of the perception of semiotic text (book). The process of creating a book is described on basis of the Joint action theory (T. Wójcik and T. Zbersky) in this article. Thus we analyze the problem of the authorship of text: shows that manufacturers of books always bring new information to author’s message. Special emphasis is paid to observation of peculiarities of the aesthetic function of message-book. We suppose that book, as text of the culture and as material artifact at the same time, is the space for interaction between different elements and functions of the cultural discourse.

Abstract
The article discusses the implementation of the project «Economic belt of the Silk Road». Implementation of this project will allow China to get opportunities for the gradual development of the west. The Central Asian countries will be able to transform itself from a weak link in the global economic space with dynamic economic growth. However, there are a number of challenges that will face China in the implementation of the project of the New Silk Road. Despite certain difficulties in the implementation of the project , its importance in the development of cooperation between China and the Eurasian space is large. Because the prospects for its realization are valued highly enough.

Abstract
Achievement of sustainable social and economic development of the state isn’t possible without prevention and minimization of different consequences of the threats exerting impact on functioning of regional economic systems. The regions having insufficient profitable base as a rule render strong load of the federal center. For the purpose of decrease in this loading, and also for sustainable regional development and ensuring an economic safety, regions of Russia, and the state in general, in the territories needing support it is necessary to develop «points» of the industrial and innovative growth (development). The subsequent development of «points» of growth of regional economy is possible first of all by means of enhancement of the operating industrial zones which provides use of scientific and technical potential of the existing production enterprises during creation of the new production enterprises relating to subjects of a small and average entrepreneurship. Besides, development of «points» of growth of regional economy is possible through establishment of cooperation communications of the regions which were geographically remote from each other and creation of modern innovative infrastructure. The special place among «points» of growth is allocated CATE, to monotowns and science cities in the territory of which are localized the entities with a powerful scientific and technical potential, but volume of production decreasing. In these territories it is important to ensure an economic safety, first of all, for the purpose of minimization of outflow of the population, increase in investment and innovative potential of regions, creation of competitive productions and providing high level of living of the population. At the same time, for the state it is important to ensure an economic safety of the regions for the purpose of preserving integrity, a capability to self-development, increase in competitiveness in the world market and strengthenings of a homeland security. Achievement of sustainable development of social and economic development and ensuring an economic safety regions, and the states requires implementation of the coordinated state policy based on system approach.

Abstract
The article analyzes the legal status of the young Communist League in the USSR in the 1920-1930s. There are two of the historical period when the Komsomol during the Civil war is directly involved in the system of state management in the conditions of absence of normative legal base and the second period, when to 1930s, the Komsomol representation in government is declining, its activities were increasingly defined as law the traditional plan and the direct orders of the governing bodies of the ruling Communist party.

Abstract
The article deals extensively replicated images of major structural reforms in the history of Russia (The government reforms of Peter I, the Great Reforms of Alexander II, the October Revolution, industrialization, Perestroika and market reforms of the 1990s), their contemporary respondents’ assessments and position in the overall structure of the collective memory of Russians. The results of historical and sociological analysis through the methodological tradition of «memory studies» showed that the current structure of the collective memory has a significant ideological opposition to the structuring reforms, legitimizing resource development model.

Abstract
At the beginning of the XX century Russia has entered when the public and administrative management of imperial autocracy held the anniversary festivals. 100-year anniversary of the State Council becomes the most known. In 1901, the famous artist I.E. Repin has received the state order for writing of the picture devoted to this anniversary. Nicholas II showed the Far East policy in an environment of «bezobrazov’s». The Minister of Finance S.Yu. Witte against whom the purposeful campaign for his sampling in eyes, both the public, and the Sovereign has begun got in their way. The main fight has happened between the Minister of Finance S.Yu. Witte and the Minister of Internal Affairs V.K. Plehve, so-called «fight of the economist and administrator». Witte has not resisted sophisticated means of fight against him. Nicholas II announced Witte resignation on Friday, August 16, 1903 when nothing not suspecting Witte has arrived the waterway to the tsar to Peterhof on the Loyal Report.

Abstract
The author studies integration of Russia and Mongolia. Deepening integration between Russia and Mongolia is determined not only by the economic and social development of both countries, but also by the preservation of civilizational identity. The article also analyzes the role of energy cooperation between Russia and Mongolia. The expansion of Eurasian integration will contribute to the deepening of cooperation between Eurasian Economic Union and Mongolia. The author investigates the opportunity for trilateral cooperation between Russia, Mongolia and China. This the format of cooperation will assist in avoiding the loss of identity and to promote balanced and sustainable economic and political development of Russia and Mongolia.

Abstract
The article considers the problems of socio-economic development of the North-West Federal district in the context of the imposition of sanctions against the Russian Federation. It also elaborates on the goals and objectives of the strategy of socio-economic development of the northwestern Federal district for the period up to 2020, as the fundamental document defining the development priorities of the regions in the district. The authors appeal to the successful experience of the implementation of the strategy of innovative development of the Tomsk region, however, note that the main innovation capital of the modern Russian society are the educated young men aged 25 to 39 years old, often already engaged in entrepreneurial activities. It is this population group is the most proactive and can be the foundation for carrying out economic reforms in the Russian Federation and the North-West Federal district in particular.

Abstract
The article describes the special characteristics of innovation systems to obtain a synergistic effect. The reasons for the Russia’s lag in the innovative development are identified; the authors conclude that the state as such has not yet formed an order for the innovative product. The authors hypothesized that in spite of the real legal conformity of economic development and the complication of the market mechanisms, the Russian government acknowledges the money capital as the main regulator of the market, and not as an element of technical progress. As a result, the innovation lag from advanced countries does not reduce but increases. The article emphasizes the specificity of the innovation system as aset of necessary basic elements and relationships between them, providing synergistic effects. The authors reveal the special characteristics of innovative systems and give them a characteristic; the demand for the innovative systems for the Russian economy is proved.
