The author focuses on the formation of topical agenda in the political space of modern Russia. The article attempts to substantiate the author’s position on such aspects of the political agenda as its complex composition, the degree of effectiveness, the degree of official agenda being congruenced with real needs of social development, the problem of dominating an agenda of a certain type as an instrument of political domination.

The purpose of the article is to consider some aspects of the problem of the influence of civil society on strengthening the country’s military security in the era of the civilizations’ confrontation. The state apparatus seeks to restrain the initiatives of civil society, sometimes doing it rashly. The activities of civil society itself in the field of ensuring of military security and strengthening patriotism are still unproductive due to its disunity and social amorphism. Effective symbiosis of the efforts of civil society and state authorities in the strengthening ofthe country’s military security requires balanced and reasonable steps on both sides. Therefore, patriotism acquires the status of a national idea, for only it can unite the ambiguous aspirations of state power and civil society.

Functions of forecasting and strategic planning in the system of state regulation of social and economic development of our country repeatedly changed. In the conditions of the sanctions pressure upon economy of Russia, instability of economic interactions and activization of social processes formation of complete and consistent system of strategic planning is relevant. On the example of the tourist and recreational sphere features of development of standard legal bases are considered, the logic and interrelation of documents of strategic planning are analyzed. Recommendations about definition of the target scenario of social and economic development for a long-term outlook are made.

In the article tools for a research of an economic macroenvironment of the organization are offered. The expediency of use for this purpose of not cost macroeconomic cost indexes is proved that is especially important taking into account the import substitution policy measures realized in Russia. As an example regularities of dynamics of speed of the address of money supply in the certain countries, in comparison with Russia are revealed, trends of this indicator on the basis of model of a two-level black box are analyzed. Recommendations about a research of economic systems by means of polynomial models which results of application can be used in the analysis and forecasting of processes of economic development taking into account an import substitution factor are formulated.

The solution is only possible with a clear understanding of the economic and political goals of the country’s strategic and operational motives competitors and tools, which should be created (can be copied in part) for the adequate management (adequate challenges) studied management process. To determine the effect of the innovation activity in the economies and their competitiveness will consider approaches to the study of competitiveness and define at what stage of the historical development of economic theory, there was a discussion on the relationship between scientific and technological progress, competitiveness and well-being of the country, as well as carry out the analysis of the major scientific papers on this issue.

In article it is investigated theoretical bases and practical aspects of management of recreational space of the modern city. Authors pay attention to need of use of innovative campaigns to development of city space, coming to a conclusion about inadmissibility of preservation of a state and degradation of his recreational space, need to provide satisfaction of the growing inquiries of citizens to quality and availability of recreational services. In article the category «recreational space» is investigated, the conclusion is drawn on need of transition from management recreational a zone to management of recreational space. In article examples of successful experience of St. Petersburg showing a basic possibility of innovative modernization of recreational space of the historic center of the city by renovation of unclaimed industrial facilities in modern innovative cultural and leisure, hotel, the business structures improving the general condition of recreational infrastructure of the city are also given. Also authors have analysed factors of innovative development of recreational space of the city from which the role of infrastructure and administrative factors is especially distinguished, the emphasis on need of transition at management of development city by space in general, and his recreational space in particular, from unicentric model, to polycentric, allowing to solve effectively existing problems of quality and availability of recreational space is placed.

The article is devoted to the issues of ensuring the competitiveness of enterprises in the tourism industry. It highlights the main features of the functioning of tourist enterprises and their influence on the choice of the strategy of competitiveness. The authors consider the specifics of the application of different types of strategies, such as price competition strategies, co-competitiveness strategies, differentiation strategies, concentration strategies, competition strategies based on in novation and strategies of adaptation to external conditions, at tourist enterprises.

The article examines the experience of transforming the country, 90% of its GDP gave revenues from the sale of oil, to one of the centers of world tourism. This is of immediate interest to our country. Another possibility to raise the regional economy and the economy of the country is connected with the development of the digital economy. It’s about virtual tourism. Both considered options for the development of the tourism industry will require huge investments with a high level of risk, but also with huge incomes if successful. The problems of attracting investments in the region inevitably go to the state. Targeted programs are an effective means of solving complex problems. With their help, it becomes possible to attract private capital on an equal footing. The tourist business today can become a locomotive of socio-economic development in some regions.

In the article questions of creation and use of various instruments of state policy used for development of certain territories are considered. The federal and regional measures of support of business and improvement of business climate, characteristic of various tools, which are carried out due to providing preferences (privileges) and construction of infrastructure for increase in investment attractiveness and providing favorable conditions for conducting business activity are compared and analyzed. The conclusion about need of development of the complex system of creation and functioning of instruments of territories development including requirements to the content of justifications of expediency of use of instruments of development of territories within one or several territorial subjects of the Russian Federation, criteria for evaluation of efficiency of their functioning taking into account multiplicative effect of complex application is drawn.

In the article the main problems of information support of political management at the new stage of society development - knowledge society. It is noted that in these conditions dramatically increases the amount of information is reduced structuring, increases the dynamics of the updates. It is shown that the performance of the basic requirements for information assurance: completeness, accuracy, targeting, and efficiency of providing the information will require a revision of views on the structure of a single information space, principles and procedure of application state information structures and specialized centers.

This article examines changes in food security conditions in Russia following the introduction of general and commodity-specific embargo. While the physical availability of food increased with growth in agricultural production, the effect was offset by a decline in imports. Consumer prices rose due to reduced economic availability of meat and milk. Food insecurity in Russia is caused by increasing prices. There is no import dependence as measured by the division of food import by a total merchandise export. We have discovered that increasing food prices in the Russian Federation during the 2013-2015 periods affected not only products placed under embargo, but as much other commodity groups. Embargos were imposed on goods whose prices were less likely to rise. At the same time, similar food produced in Russia was not competitive on the world market. Therefore, import substitution of this kind necessarily led to decline in the quality of food and a reduction of food security. In our opinion, fish and apples aren’t a suitable object for sanctions unlike some other goods such as eggs or flour.

The analysis of the influence of destabilizing factors on the security system of the Russian population is presented. The authors reveal tendencies and trends that prove that scientific and technological achievements, in addition to positive properties, have the ability to generate negative processes and harmful factors in terms of population safety. In order to improve the level of public safety in Russia, it is suggested, within the framework of theories of optimal functioning and sensitivity, to develop a policy of «rapid response», the implementation of which corresponds to the tasks of developing the digital economy.

For ensuring year-roundregular navigation on routes NSR innovative ice breakers with the increased icebreaking capability and speed of the movement in an ice field of a certain thickness are under construction and designed. The increase in functional characteristics of ice breakers led to increase of cost of their construction. In article the method of distribution of ice breakers on routes NSR allowing with maximum to use efficiency their functional charac teristics is considered.

The article analyzes the main directions of the struggle of Komsomol with a number of other youth organizations in our country in 1920s, the young Communist League was formed as one of the Communist organizations among diverse youth who were engaged in addressing social challenges facing the young generation in the first decade after the revolution. Komsomol acted, along with political, peasant, national, sports and youth organizations. Under the leadership of the CPSU(b) Communist League fights for the displacement and elimination of alter native organizations. Originally from the system of youth organizations in the course of a fierce struggle disappear all the non-socialist enterprises, and then comes the turn of anarchists and other Communist organizations. The Komsomol actively participated in the defeat of the scout movement, in part by accepting some of its functions on the organisation of youth sports. The young Communist League is struggling with national youth organizations, seeking their dissolution, as in the case of the Communist Union of Jewish youth (Еcomol). Simultaneously, the young Communist League is working with other Pro-government public organizations such as the OSOAVIAKHIM. In the process of developing its policy, the Komsomol moving closer to such public authorities as the OGPU, in this case actively uses the possibilities of the security organs to achieve exceptional situation among young people.

This article demonstrates the process of creating the first «common and exclusive to all min istries and chief departments» the official newspapers - «Government Gazette» in the second half of the XIX century. Focusing on political intrigue against the Minister of war D. A. Miliutin, the author notes that the need for the establishment of a unified government newspaper primarily dictated by the problem of the unity of state administration due to the absence in Russia of a United government with a homogeneous composition.

The article deals with the management of projects and programs of social oriented organizations (social enterprises, charitable foundations). An attempt is made to develop a mathematical model for managing social programs. The process of implementing targeted programs by a social enterprise is characterized from the viewpoint of the theory of management. The general scheme of the management system for the implementation of the target program of the social enterprise is presented. The article proposes a mathematical model of the management system of the target program of a social enterprise and describes an astatic control system for the work of a social enterprise for the implementation of particularly significant programs. The article is an attempt to evaluate with the help of mathematical models what are the non-commercial effects of projects implemented by socially-oriented organizations.
