Paper is devoted to analysis of functions of expert knowledge during of decision-making process and of the regimes ‘expert-power’. We propose to stress two main functions of expert knowledge - instrumental, when governmental officials really interested of expert’s opinion for concrete problems, and symbolic, when experts must legitimize some decisions adopted previously. Paper based at the preliminary results of research, which includes near to ten expert interview in Moscow and St. Petersburg. According to preliminary conclusion of research the relationship between functions of expert knowledge changes during process of decision making: instrumental function used at the stages of problem’s identification and discussions of possible ways of its decision more frequently. Symbolic function used frequently with the purpose of public opinion creation, supporting of adopted decisions.

The speed of fulfilment of customs operations is one of the main criteria of the efficiency of customs bodies’ activity. Now the Government of the Russian Federation and the Federal Customs Service of Russia conduct systematic work directed on the acceleration of customs operations related to the movement of goods through the customs borders of the Eurasian Economic Union and their further placement under customs procedures requested by customs applicants. One of the directions of acceleration of customs operations is the reduction of the number of documents submitted by the participant of foreign trade activities for the fulfilment of customs formalities. The main tool for the solution of the specified goal with preservation of customs control efficiency is the development of a unified automated information system of customs bodies and its subsystem, a system of interdepartmental electronic interaction, aimed at the interaction with other federal executive authorities. Active work on the organisation of interdepartmental interaction in custom bodies was begun in 2012. This interaction is carried out through the development and agreement of Technological Maps of Interdepartmental Interaction (ТMII). There had been developed 65 TMII by the end of 2015. Thus, the possibility of obtaining of almost all permissive documents issued by other executive authorities in electronic form is implemented. However there remains a large percentage of unanswered inquiries so far. Such a negative statistic is caused mostly by two reasons: the peculiarities of TMII development and the absence of answers to the requests for permissive documents issued by the bodies of other countries of the Eurasian Economic Union. These problems can be solved by the deployment of the integrated information system of foreign and mutual trade of the Customs Union in the nearest future as well as the improvement of the existing TMII. Another option is the introduction of a mechanism of customs control based on the end-to-end process using a unified software product.

The article reveals the contemporary state of Saudi-U. S. relations with reference to the growing tensions in the Middle East region, mainly Yemeni civil war. The focus is on American authorities’ response to an ineffective and bloody military campaign in Yemen led by Saudi Arabia and coalition forces. In the meantime, the article reveals the background and main causes of the civil war. Authors hold thesis on the fact that initial support of Saudi Arabia by the United States was driven by their aspiration to soften Saudi resentment towards nuclear deal with Iran. Authors also insist on the fact that since the end of 2016 more and more American politics declaim against the observance of the previously closed arms deal and condemn Saudi Arabia’s abusive fighting methods on the foreign territory. In attempts to explore scale, depth and perspective of the seeming split between the two countries authors take into account soundness of the bilateral relationships between U. S. and Saudi Arabia, huge interconnection of their economic interests and regional strategic priorities. In that context authors suggest the high probability of overcoming the existing discord in Saudi-U. S. relations under the new President of the United States - Donald Trump.

Especially sharply, the perspective of the matter concerns integration of the former Soviet Union, in view of a difference of views of the western states and countries of the region of the CIS and the East on understanding of essence and mechanisms of integration, taking into account a universal tendency to regionalization process as to a globalization

In the article specifics of the national innovative system (NIS) of the USA, and also key features and tendencies of the state support of science and innovations in a section of classification of measures of the American state policy in this sphere are considered. The author comes to a conclusion that the USA still has essential advantages in the sphere of science and innovations in comparison with other countries and possesses the largest and most powerful NIS in the world. At the same time in recent years because of global financial and economic crisis of 2008 -2009, NIS of the USA faces serious calls. A number of actions for fight against these calls has been already undertaken. However the USA still should make a lot of things for preservation and strengthening of the global leadership.

In the article the Russian experience of formation of tariff policy for subjects of natural monopolies (further - NM) during 2013-2016 and its main consequences for economy is considered. Considering the influence the natural monopoly branches in the Russian economy observed within the entire period of its existence, the tariff policy in these branches exerts not only direct impact on the enterprises in these branches, in particular, on their investment and personnel policy, but also significant indirect effect on other industrial branches which are consumers of goods of subjects NM. The author shows in the present article that the tariff of natural monopolies can be used as the tool of industrial policy, however, efficiency of its use depends on creation or development of additional market incentives which would allow to increase competitiveness of the industrial enterprises, but not to use the low prices of goods and services of natural monopolies for subsidizing of own inefficiency.

An article is devoted to the problem of human potential development through the life quality increasing. Nowadays several critical public weal sources are deprived of state care and protection. The subsequent problems are analysed on the base of yachting and nautical tourism. Different approaches to obtain an executive power support from the ministries - emergency situation, transport and tourism (culture) are considered. The possible future merger between yachting and tourism industry is evaluated in light of modern trends.

In article topical issues of improvement conceptual approaches to managing the technical development of marine facilities. Principles of consideration of two related processes are described: increasing the functionality of marine equipment and changing the economic efficiency of the structure of the transportation system. The management in sport is usually associated with a number of aspects and features of administration, adopted in national and international sports federations and organizations, but also in the past decades, sports management in most countries entirely absorbed the sphere of sports marketing. The development of sports business is associated with the marketing principle of customer-orientation, with an offer of expanded service package to the audience, with improving the quality of sports and entertainment services to viewers. Widespread use of sponsorship for the financing of sports and the application of marketing technologies for the organization of spectator flows suggests the formation of modern management concepts in the area of professional sport, which is based on a sports business (provision of recreational and sports entertainment services on a commercial basis). The paper concludes that sports business in professional sport and its elements in the sphere of amateur Olympic sports is formed by a combination of the two major levels or components - competition process of professional athletesand the organization of spectacular entertainment side of sports events. The paper distinguishes and describes seven key characteristics that reflect the actual combination of social and economic characteristics of sport management.

The article considers the means of planning labor expenditures for the creation and development of state information systems and their functional program complexes. To assess the importance and priority of project implementation, the method of KANO needs satisfaction is considered. For the primary and operational ranking of the requirements for the development of the labor-intensive system, the use of a relative assessment of the forthcoming labor costs in conventional units is considered. To assess the complexity of automation, a cost model for the development of the COCOMO baseline was considered. The application of cluster analysis for the integrated assessment of the requirements for the development of the information system is considered together with the application of the evaluation methodology that takes into account the importance and labor intensity of the relevant information projects. The working capacity of the proposed means is checked on one of the state information systems developed in St. Petersburg with the participation of one of the co-authors.

It discusses the characteristics of implementation of the state policy for protection of cultural heritage at 1985 - 2010-ies on an example of Primorsky krai. With information from published materials and archival sources it was researched by the activities of federal and regional state authorities; the characteristics of legal regulation for the protection of cultural heritage; official registration of cultural heritage in the Primorsky krai, including the participation of regional state authorities in filling out the form of the federal database «Heritage of Russia». There were regarded causes of the fall of the role of non-governmental organizations for the protection of cultural heritage. It was concluded that opposite trends formed in the field of the protection of cultural heritage in the Primorsky krai at period of social, political, ideological, economic and cultural transformations. Regional authorities at the level of declarations have always stated the desire to protect and promote the cultural heritage of the Primorsky krai, but corroboration of these statements are not always detected in practice.

The article broaches point of dissemination of information in modern ways, especially through the internet. Having expressed his opinion on the debatable issue of the identity of the notions of the media and the internet, the author analyzes modern network journalism, makes assumptions about the use of the phenomenon of social networks in politics, citing examples from the publications of Russian and foreign online publications. One of the main topics analyzed in the article is the literature of blogs, showing signs of both traditional literature and publications on the internet. Particular attention is considering to the security of internet publications, age and ethical censorship and rules for conducting discussions on electronic platforms. At the end of the article, possible ways of further development of internet journalism are traced, and some conclusions and wishes are expressed regarding the strengthening of the role and expansion of the use of electronic resources in the future.
