Abstract
The article deals with the process of formation in the administrative center of the municipal district of a combined executive-administrative body with the competence to handle local issues, of both municipal district and settlement. Set out the necessary changes in municipal charters, the interaction of officials and local authorities and the coordinating role of regional authorities in the formation of a combined administration are described. Two variants of temporal model of redistribution of powers to implement a phased transition to the new conditions are considered.

The paper highlights that the current drug trafficking from Afghanistan is a complicated issue, closely linked to terrorist activities in Central Asia which poses a real threat to Russia’s national security. Abstract
In this article are shown migration processes, which are happening in Russia and China. A special attention is given to legislative framework, on which is based migration pressure’s regulation. There is an accent on the social support development of migrants in Russia and internal migrants in Chine. It’s shown, that specific of social and legal statuses of external and internal migrants in these countries determines different forms of social support.

Abstract
Article is dedicated to the 60-year anniversary of the professor of the chair of theory and law history and state of St. Petersburg State University, doctor of juridical sciences Andrey Vasilyevich Polyakov. In the article are analyzed some basic ideas of the communicative theory of law, creator of which is A. V. Polyakov. In this case the communicative theory of law by A. V. Polyakov it is considered in context of the processes, which characterize the development of the juridical science, by which, as for any other sciences, is inherent the sequential change of the paradigms of knowledge. In the article are separated three such paradigms, namely pre-classical, classical and postclassical. The author assumes that ideas of A. V. Polyakov, who is the best-known representative of the post-classical theory of law in Russia, they stimulate the change of the paradigms of lawful knowledge and thus contribute to overcoming crisis phenomena in the juridical science.

Abstract
The article is devoted to the development of paradiplomacy in Western Europe and North America. The author reveals the concept of paradiplomacy and compares it with the trans-border regional cooperation (TbRC) in Russia. In the article author gives and describes all forms of TbRC. The research is based on a comparative analysis which defines the advantages and disadvantages of each form of TbRC. As a result, the author makes his own definition of paradiplomacy, which combines all the previous approaches.

Abstract
As a conceptual basis of distance learning we propose principles that are discussed. We put forward a E-learning method, based on them with the use of project management methodology. The use of project management methodology will contribute to the organization of an effective system of distance education. We proposed widely used the modern IT as a part of this methodology, including smart education, this will allow us almost completely automation of administrative work. The proposed technique of creative learning is almost ideally combined with principles and methods of total quality management (TQM), as we showed also. The suggested approach, we believe, will promote the growth the efficiency of the whole higher education system

Abstract
The article is devoted to formation of students’ scientific society in new conditions of uniform educational space in connection with signing by our country of the Bologna agreement in 2003. The main objectives of Russian education are analysed, the conclusion is drawn on need of preservation of a wealth of experience of the country. The authors show that the higher school of Russia can help with the solution of world global problems, training the experts capable to the international cooperation. Domestic universities have to become soon worthy partners in world education, actively being engaged in innovative activity especially as transition from industrial to post-industrial society demands educational paradigm schift. The authors insist: exactly in correctly functioning students’ scientific society each pupil will learn to think unconventionally and creatively respond to the challenges of time. Special attention is paid to that fact that the idea of creation of students’ scientific societies was supported by V. V. Putin at a meeting with scientific-pedagogical staff and a student’ s asset of Far Eastern Federal University (September, 2013). In the article such activities of participants of students’ scientific societies as development of the plan of its work for academic year, participation in various conferences, the organization of presentation of research works, formation of collections by results of student’s researches, formation of uniform scientific community are allocated. On the basis of the conducted research authors offer students’ scientific societies management in the form of mentoring partnership, as special type of pedagogical maintenance of individual activity of the pupil. The special attention is paid to need of students’ scientific work performed in line with the main scientific directions of University (the idea is successfully applied in activity of students’ scientific societies of North-West Institute of Management) In the conclusion assistance of students’ scientific societies in performance of the major purpose of the education, having paramount value for economy of Russia, speaks - to prepare the graduate, competitive on the world market.

Abstract
The article continues a series of articles devoted to the subject “Psychosomatic Self-improvement as a Component of Acme - Development of the Adult” and published in the issues of the Journal “Administrative consulting”, N 2 (2012), 4, 8, 12 (2013). One of the impressive phenomena of the XXI century can recognize progress of the People’s Republic of China in all fields of activity, including science, education, policy, economy, culture and an elite sport. It is necessary to recognize that very noticeable role in it play improving systems of China a chi kung (power psychophysical gymnastics) and wushu (martial arts) which are practiced by about 90% of the population of modern China. It is necessary to notice that the statement of some representatives of domestic psychology and pedagogic that the East, as before, carefully keeps the secrets and that interferes with introduction of above-mentioned systems in physical culture of the Russian Federation fairly only partly. Our experience of collaboration and training at the Chinese experts on martial art testifies to availability in understanding of east mentality. As bright confirmation the 2nd place of team of SpBSAPC of P. F. Lesgaft at the World festival of sports wushu serves that in Shanghai (1992) when favorites of competitions teams of Japan, Vietnam, Korea were won. The first place was awarded to team of People’s Republic of China. Delivery by the Shanghai Rehabilitation Union to the head coach of team of St.-Petersburg to the author of this article of the diploma “The expert of the top skills on tai chi” was a sign event of this holiday of martial arts of China. In this article philosophical and psychological bases of this most “closed” type of martial arts of China reveal.

Abstract
For the first time in historiography on the basis of archival documents and published sources traces the dynamics of tax levy during the whole period of the Great Patriotic war. In the beginning of the war in Leningrad were such taxes and charges as tax levy from livestock owners and from the owners of dogs. In 1941 there were also tax levy from people involved in the game at national Racecourse, and agricultural tax. In future these taxes were not collected. From 1941 to 1943 in Leningrad people paid for studying in senior classes of secondary schools and higher educational institutions. In future this tax was called “the tuition Fees in secondary schools and universities”. Throughout the siege of Leningrad prominent role played such taxes, as the tax on buildings, land rent, taxes from vehicle owners, tax from people who attended public spectacles and entertainments, taxes from film projectors, income tax, turnover tax and war tax. In the article analyzes the structure of the Leningrad taxes and its contribution to the defense of the city and to the maintenance of its defenders of all that was necessary.

Abstract
This article is devoted to the features of the state price regulation systems of electric power industry of the region. In the process of energy supply involved a big quantity of businesses, each of which pursues its own subjective goals. Trying to provide the balance of interests between these entities and to make the functioning and development of the regional energy systems more effective, government regulates the relationship between these entities via governmental authorities. In Russia, there is a three-tier system of governmental regulation of prices and tariffs. For better understanding how to implement the mechanism of governmental regulation of prices (tariffs) in the article presented the structure of the average price for electricity to the end consumer.

Abstract
The article deals with a pricing problem for information products for the social sphere, being developed for the metropolis. It reviews the question of evaluation of labor costs for the development and implementation such information systems, taking into account particularity of their creation and use. Author proposed an approach to the definition of information product price, based on the contract price for elaboration or supply of information system. The idea of the approach consists in take into account three parties of the process of implementation of information systems: developer (supplier), customer and consumer, rather than two parties as is customary - developer and customer. Extension of the standard scheme “customer-developer” caused by the fact that state contracts specific to the development of information systems for the social sphere, the customer and the customer information system are often different. This fact leads to a significant complication of the process of determining the agreed price of the product, because in addition to the desires of the customer and the developer requires consideration of consumer satisfaction with the product. Tripartite approach to determining the value of an information product allows us to consider the price of information system in terms of cost, market valuation, as well as in terms of customer value.
