Abstract
The article is dedicated to the issue of quality of education in Russia due to transition to postindustrial economy. Necessity of system approach to improvement in quality of education is validated. Basic aspects that should be taken into account in order to improve system-based quality are indicated: stuff training profile, relationships between specialized educational areas, price and tariffs of educational services. There were the attempts of a quantitative measurement of consumer’s impression about fair price in this article.

Abstract
The modern crisis in the Russian economy, which developed for the last calendar year, demands rather accurate response of government bodies of executive power to the accruing problems of social and economic character. Traditional rules of management of the state financial streams have to be changed and replaced on new ones, meeting the existing requirements and the arising obligations. The state programs and plans painted for some year’s ahead need to be corrected quite strongly today that has to be reflected first of all in the realized budgetary policy of the state. The assessment of the existing situation and parameters of voted budgets will allow presenting accurately tendencies and results of the modern anti-recessionary program of the government. The work purpose - to emphasize features and specifics of the budgetary powers of the state in system of formation, management, coordination of indicators of social and economic development in the conditions of financial crisis. In the article methods of the comparative analysis, systematization, classification, vertical and horizontal analysis, graphic analysis, generalization were used. The work represents the complex analysis of the realized budgetary policy, both on federal, and at the regional level of the government. Research allowed to draw a conclusion on low probability of implementation of the planned account obligations, on reduction of support from federation to regions that in 2015 will aggravate the existing problems. On the basis of the conducted research the conclusion that the balanced development of all country requires accumulation of tax capacity of regions and formation of more attractive business environment today is drawn.

The author shows that eventually problems of development of the interbudgetary relations in Russia not only aren’t resolved, and on the contrary amplify, and that the budgetary system of Russia is more and more deformed, drifts in the direction of the budgetary USSR system.

Abstract
In this article, an attempt of the retrospective analysis of formation and development of ideas of an order of regulation of the public guarding (police) relations during the Soviet period of development of administrative law science is made. Here evolution of views on need and the content of the state coercion and administrative law of such thinkers and statesmen as K. Marx, F. Engels, V. I. Lenin, I. V. Stalin, A. Ya. Vyshinsky, L. M. Kaganovich, and also such famous scientists as A. I. Elistratov, I. T. Tarasov, V. V. Ivanovsky, A. F. Evtikhiyev, N. P. Karadzhe-Iskrov, S. M. Bertsinsky, V. L. Kobalevsky, S. S. Studenikin, G. I. Petrov, N. I. Ananov, Yu. M. Kozlov, M. I. Eropkin, L. L. Popov, A. P. Korenev, V. M. Lazarev, I. I. Veremeenko is traced. Views of the called personnel of the sphere of protection of a public order, their understanding of a subject, methods and system of administrative law essentially influenced this science which as the successor of the police law twice (from 1917 to 1921 and from 1928 to 1937) was excluded from training programs, and scientific researches on this branch of the law stopped. The practices in the sphere of protection of a public order made in the 60-80th years by the Soviet scientists directly paved the way on which during the post-socialist period of development of now the Russian science of administrative law there was a concept of allocation in structure of administrative law of its such subsector as the police law.

Abstract
The article analyzes the role and place of the episcopate of the Church of England in the Constitutional Revolution (1828-1832), which was the turning point in the process of democratization of English state. Reaction of the bishops on the last act of the Constitutional Revolution was most negative, because the parliamentary reform very seriously undermined the Ancient Regime in England, and the Church was the important part of it. At the same time part of the bishops understood the inevitability of social changes and was able to change position and to support the idea of reform.

Abstract
This article analyzes the nature of the geopolitical challenges faced by Russia. Tool of unprecedented political and economic pressure on Russia is the theory and practice of repressive social projects aimed at reformatting nations, states, formed not on the draft United States and its satellites. Today, the main reproach of the radical opposition political course of present-day Russia is expressed in the fact that we do not keep up with the countries of “advanced democracy.” The point here is that the majority of states in the modern world has no real sovereignty. Even developed Western countries that have joined because of the situation in Ukraine to the US campaign against Russia against its own vital interests, demonstrated that such sovereignty do not have and can be considered, if not as occupied territory of America (which, by the way, if you remember the geography of placing US bases beyond their own borders, it is true in the literal sense of the word), then as political colonies are vassals of Washington. The US State Department claims imperative “What’s good for the US is good for the world.” Hence today in the EU is important, not the truth, but that the United States believes the truth. American project “Ukraine” is aimed at impeding the implementation of the natural integration processes in the CIS, and reformatting the weakening of Russia, its displacement from the EU market, with the countries which Russia has established mutually beneficial economic relations. Russia will stand and will achieve even greater recognition in the world, if the world will be common to all mankind Project Truth, which, ultimately, the authors are interested and anti-Russian project, as the only truth, including the right of peoples and nations to self-determination, can be the basis of an adequate world order calls XXI century.

Abstract
This article is devoted to the Federal laws of the Russian Federation, which establish requirements on state accreditation of legal entities, individual entrepreneurs in certain areas. On the basis of Federal laws, there are several systems of state accreditation, which are powers of different government bodies. The article presents a brief analysis of Federal laws, administrative authority, the rules of the accreditation in the different spheres of government, shows the shortcomings of the existing accreditation systems, the absence of General principles of the activities of state bodies. Part of the accreditation systems established in recent years, they used the experience of accreditation mill in Western Europe. On the basis of such examples of features that can be applied to the notion of “government accreditation”. The author’s suggestions aimed at the unification of laws and existing systems of state accreditation.

Abstract
The article analyzes the features of the integration of small post-Soviet countries like Georgia, as an example, into the system of international relations with other world transformation processes happening at the same time. It also shows the special role of the United Nations in the formation of a statehood of these new states as subjects of world political interaction, as well as inconsistencies in the interpretation of the basic UN regulations. Attempt is made to understand the modern trends of Georgia’s foreign policy strategy. The authors concluded that small states should strive for a realistic understanding of their place in regional and global environment of world politics.

Abstract
The article is devoted to studying the role of international political institutions in the integration processes of the Eurasian region. The author examines the Collective Security Treaty Organization, the Shanghai Cooperation Organization and the Organization for Democracy and Economic Development. The problem of duplication of integration associations of the Eurasian region is noted in the article. Also the author makes the conclusion that the experience of the Eurasian region in the sphere of military-political cooperation should be used in the process of formation of individual structures of the future Eurasian Union.
