Abstract

In the article key provisions of Strategy of Spatial Development of the Russian Federation until 2025 are considered. Theoretical aspects, key scientific bases of the important government document are shown: the concept “the center — the periphery”, or the polarized development. Authors paid the main attention to questions of the spatial organization of resettlement. Authors suggest considering Strategy as the basic document, but not as a set of concrete recommendations about social and economic development of certain regions.

Abstract

Today new digital technologies, innovative business models get into all spheres of economic life of society, having an impact on an essence of economy, forming in it high-quality structural changes. The digital economy as a subsystem of economy traditional, differing in active use of digital technologies and turnover of specific electronic goods is as a result formed. The level of development of digital economy closely correlates with country competitiveness that requires special attention of the state and business to its development. In the article the review of development of digital economy in the world and Russia is executed, risks and threats of development of digital economy are revealed and the directions of their overcoming are offered. It is established that today the electronic economy is already beyond especially economic processes. Digitalization takes root into social processes, successful activity of people depends on it in the increasing degree, besides, and there is a large-scale implementation of digital technologies in work of the government organizations and structures. On level of development of digital economy Russia does not take the leading positions in the world, but surely keeps in group of the countries following leaders from year to year improving the positions. Collaboration of the state and business in further development of digital economy is necessary. In this activity, it is necessary to consider a number of the problems allocated in article, risks and threats to concentrate resources and efforts to their neutralizations.

Abstract

The most important factor in the effective development of any country is the level of national education, including higher education. In turn, the content and quality of the latter is largely determined by how higher education is managed at its various levels, and how effective management decisions are. The content of this article is the author’s model of quantitative and verbal assessment of the quality of management of a Russian university to achieve a specific goal of its development, set for a specific time period. Features of the model: a specific goal is achieved by solving a number of strategic tasks; to assess the quality of management for solving each of these tasks, balanced scorecards (BSC) are formed; on the basis of the BSC for each task, a sub-index is calculated — a quantitative assessment of the quality of management for solving this task; on the basis of the ranked list of strategic tasks and the corresponding sub-indices, an integrated assessment of the quality of university management is carried out in order to achieve a specific goal. The model can be used both as part of the management of a separate university, and for comparing the management of various universities, including the management of Russian and foreign universities.

Abstract

Modern mobile commerce enterprises of any format and dimension, due to their flexibility and technological efficiency, are able to adapt to the changing environmental conditions and form new areas of activity in accordance with the challenges of the time. Mobile commerce is a continuation of e-commerce, the transfer of e-commerce into the most diverse mobile forms. Forms of the implementation of mobile commerce and its innovative mobile communication technologies allow you to transfer the information flow to mobile gadgets of users of the latest generations, giving them complete freedom in their movements in space. The article discusses the objects of mobile commerce, provides a classification and analysis of market activities of subjects of mobile commerce. National peculiarities of entrepreneurship in the mobile commerce market of Russia are revealed. The author concentrated in the first part of the article on building a model of revenue from advertising activity of market players of mobile communication.

Abstract

The article substantiates the need to distinguish in the international chain of supply of goods as a specific product-a product containing an object of intellectual property, with its special structure, legal framework, regulatory mechanism, objects and subjects.
The purpose: to identify in the field of international supply chains of goods specific product — a product containing an object of intellectual property, to highlight its main features, to propose a further direction of the theory.
Materials and methods: the theoretical basis of the essence of the international supply chain, and the current customs legislation of the EAEU, national legislation in respect of goods containing intellectual property, the method of decomposition, system’s analysis method.
The results: the multilevel structure of the international supply chain of goods containing intellectual property objects is developed with the help of decomposition method.
Conclusion: the main directions of development of theoretical and methodological foundations in the logistics system — in terms of the international supply chain of a specific product — a product containing intellectual property, requires further research.

Abstract

In this article is considered the possibility and expediency of methods application of Business Process Re-engineering for increase of activity efficiency of public authorities. The activities of public authorities are based on a process approach, according to which there is a variety of functions of public administration and the provision of public services to organizations and citizens. A significant number of administrative regulations contain a large number of processes that generate a number of additional procedures and actions of employees to perform them. To improve the efficiency of administrative processes in the public authorities it is proposed to use the methodology of Business Process Re-engineering (BPR), which has proved its effectiveness in the implementation of projects of restructuring of management systems of a significant number of commercial organizations. The article deals with the method of development and subsequent implementation of the administrative processes reengineering project in the executive bodies of public authorities.

Abstract

In the article, reveal a problem of ensuring political sovereignty of Russia in the conditions of uneven, contradictory and dynamic socio-political and economic world development. The sharpness of a problem is connected with decrease in level of the public administration caused on the one hand — easing of responsibility of public servants and preservation of high level of corruption in public authorities. With another, — with calls of the “fourth” technological revolution. The major consequence of which information technology development and formations of “digital” economy is. One of the major conditions, according to the author, ensuring political sovereignty of the Russian Federation, in particular, of its modern form, “information” sovereignty, is introductions of institute of the oath in public service, and first of all in civil. The institute of the oath as the world practice on the example of its application in a number of the states, introduced in the Russian political practice shows, will allow lowering, according to the author, the level of the negative phenomena as irresponsibility and corruption in civil public service and will allow providing higher quality of public administration.

Abstract

The article discusses the possibilities offered by the theory of “path dependence” in the study of institutional transformations. The author describes how this theory is applied in various branches of scientific knowledge. Various interpretations of institutional matrices are described, with the help of which one can most clearly demonstrate the continuity in institutional transformations. With the help of institutional matrices, an analysis of institutional changes in the Russian state from the 90s of the twentieth century to the present is carried out. Based on the analysis, the author concludes that the institutional transformation process is primarily influenced by the institutional matrix inherent in the state, as well as the configuration of the actors and the strategies chosen by them.

Abstract

The author, based on the methods of discourse analysis and comparative approach, presents the author’s interpretation of the attributes of a power state in its modern interpretation. The article reveals the relationship of specific definitions of a power state with the original methodological and ideological positions of researchers. The author comes to the conclusion that the interpretations of a power state often begin to dominate not so much scientific criteria, as ethical and psychological characteristics of the desirable model of a power state, often in a metaphorical form. Hence the need to objectify the signs and properties of the supposedly power state of the 21st century.

Abstract

The article discusses the main types of resources and its constraints at the enterprises of the Russian defense industrial complex. The importance of effective allocation and optimization of resources use in the context of anti-Russian sanctions and import substitution is noted. The factor of production characteristic for modern enterprises of the defense industrial complex are distinguished. Offers a possible compensation of resource constraints with the use of modern information and logistic technologies and technologies of lean manufacturing. Given examples of the use of information technologies of projects to improve production. Production diversification is considered as a possible source of industry financing. Positions system approach to solving personnel problems. Givens consideration to replacing rest types of resources with information resource. Attention is focused on the need to implement and/or modernized the information and material flow technologies available in the defense industrial complex. Modern information and lean technologies can significantly reduce the costs of all types of resources and optimize its management.

Abstract

The research is aimed at solving the problems of applying long-term motivation to work in the civil service and municipal service. In the civil service, the problem of reducing motivation, which affects the stability of the staff and its professional level, remains. Scientists are given a mixed assessment of the long-term motivations of the delayed nature of incentives as effective methods of stabilization of the personnel. Therefore, the purpose of the work is to answer the question: what is the value of long-term motivation to work when motivating officials to enter the civil service and serve. The methodological basis of the study includes the theory of expectation of V. Vroom, the concept of level motivation of V. Teplov, as well as the works of leading Russian and foreign scientists on the problems of motivation of officials. The study used methods of system analysis, General scientific methods. To achieve this goal,  the theory and practice of long-term motivation for work are analyzed, the relationship between long-term motivation and state guarantees of civil servants is established, the attitude of officials to state guarantees is studied, and a study of motivation of civil servants on the basis of two Executive bodies of the Kurgan region in 2018, which was attended by 98 civil servants. The results of the study showed that the majority of officials, among the respondents, long-term motivation in the form of state guarantees of the civil service are perceived as leading motivation for entering the public service and service, and, of particular importance are state guarantees of a social nature. The results confirmed the hypothesis of the importance of long-term motivation to work in the public service, the consolidation of officials in the service and motivation of their activities. The results of the study can be used to improve the Institute of personnel management in the public civil and municipal service. As a prospect for the study of long-term motivations, it seems appropriate to assess the effectiveness of their application in the public civil service of the Russian Federation.

Abstract

The article is devoted to the formation, formation and development of the Eurasian Economic Union. As part of the study, a historical analysis of the formation of the Eurasian Economic Union, the main prerequisites for its origin, the stages of formation and the conditions of operation were carried out. In the work, based on the use of mathematical, statistical and comparative methods, an analysis was made of the economic indicators of the national member states of the Eurasian Economic Union, which resulted in the conclusion that the Russian Federation is the largest region that has 80% of the total potential of the Union. The paper discusses the basics of the formation of common markets for goods and services, which today are created in each field of activity of national economies. As a result of the analysis, factors that hinder the creation of common supranational systems and markets of national states were identified. The analysis made it possible to formulate proposals for further convergence of the types of economic activities of the national republics into a single supranational mechanism. At the end of the work conclusions are drawn from the results of the study.
