Abstract

The concept of sovereignty is a through and general scientifc problem now. In relation to the Russian-Belarusian relations, frst it is connected with questions of economic sovereignty. In ideal option the solution of theoretical questions and practical actions in the sphere of integration have to be carried on time. However in practice it turns out not always. Understanding of economic sovereignty during an era of globalization 2.0. — a difcult task for theorists and practitioners. How to combine traditions of sovereignty and need of integration deepening? Abstract

This article provides an overview and analysis of the ideas of the leading macroeconomists expressed in the issue “Rebuilding Macroeconomic Theory”, Oxford Review of Economic Policy journal. These ideas were expressed in connection with the discussion of the future of macroeconomic models. The motivation for the discussion lies in the poor performance of macroeconomic models before the global economic crisis of 2007–2008 and in the subsequent period of recovery. The main issue considered by economists is the possible changes in the basic neoKeynesian model and DSGE-models as a whole. It was found that there are three directions for the solution of the issue. First, the rejection of the primary role of DSGE-models in the analysis of modern macroeconomics and the use of other types of models. Secondly, the elimination of defciencies of existing models associated with poor justifcation at the micro level, as well as an unsatisfactory description of fnancial frictions. Thirdly, it is possible not to make any targeted efforts, since the class of DSGE-models is still the most efcient. The paper concludes that the second path of development is more preferable.

Abstract

The article is devoted to consideration of two directions of investing the Russian economy. The first direction is the growth of monetization of the economy due to targeted credit emission for priority investment projects implemented in the form of concessions. The second direction lies in the sphere of budgetary policy. The article considers possible additional sources of budget revenue and proposes proposals for reducing budget expenditures.

Abstract

In the modern world, consulting has frmly gained its position in the market as a “doctor in the business world”, performing services at all stages of an organization’s life cycle — creating, developing, and solving not only situational but and strategic, innovative challenges. The emergence of such commercial services as consulting, of course, was influenced by the demand for specialists in various felds of activity, who were simply not available in the organization or keep them unprofitable due to the difference in the frequency of such services. However, in Russia there is a stereotype that non-material resources are much inferior to material ones and the use of consulting services is a waste of money. In fact, high-quality work of specialists can provide a business with an increase in the efciency of economic activity at times. The work of the consultant is based on the scientifc organization of labor, system analysis, evidence-based decision-making methods. It is also worth noting that the consultant soberly assesses the situation in the organization and treats it impartially. The activities of consultants today is one of the structural components of the infrastructure to support small and medium-sized businesses operating on commercial terms. Indeed, the payment of the work of a consultant in an organization is high, but it is worth considering that such work can bring an organization greater proft in the long term and short term. Also, the work of a consultant can save you from many risks (fnes, legal fees, etc.). Foreign experience in using consulting services shows that European countries often resort to them and sometimes cooperate on an ongoing basis. In Russia, the situation is different. Managers try to reduce transaction costs by avoiding these services. This article will analyze the situation of the market of consulting services in Russia, its development and prospects, the statistics is given at the end of the 2018th year.

Abstract

The purpose of this study was to consider trade and economic cooperation as a factor in the foreign policy of the two powers of the Russian Federation and the People’s Republic of China. Today, China’s foreign policy is unconditionally connected with almost all countries of the world, while the peculiarity of the PRC is to consistently defend its interest, while skillfully building relationships with all states. The results of the study show that in recent years there has been an upsurge in bilateral trade and economic relations, which is expressed in high growth rates of trade, expansion of investment cooperation, intensifcation of interregional and border relations, and a noticeable increase in the interest of Russian and Chinese business circles in mutual cooperation.

Abstract

The corruption threat remains one of the key ones in the economy of the Russian Federation. The purpose of this work is to formulate recommendations on the neutralization of the corruption threat in the enterprise of the commercial sector of the economy. The author discusses the features of law enforcement practice in the Russian Federation and foreign experience in combating corporate fraud. The analysis of statistics on the amount of losses and the number of cases of abuse associated with the use of his ofcial position in a commercial organization is carried out. The developed model of corporate relationships allows identifying the sources of corruption and analyzing the effectiveness of the implementation of anti-corruption mechanisms. Practical recommendations on the implementation of anti-corruption mechanisms in enterprises have been proposed.

Abstract

In the article current problems of public (frst of all, federal) property management are considered and ways to the solution of the available gaps in legal regulation are formulated. The inconsistency of standards of the budgetary legislation and legislation on management of state ownership is noted. The relations on of public property management are considered as a component of fnancial legal relationship in which subjects of public property management at the same time are participants of the budgetary process. The public property on a legal regime is equated to budget funds. Indissoluble communication of the relations on planning of use of public property and the budgetary legal relationship is shown. It is offered to concentrate norms on public property management in the Budgetary code, except for the norms regulating a transactions order on alienation of property from public property. Special attention is paid to problems of property of treasury and the right of operational management. The author recommends to refuse category of operational management as real right by the civil legislation for state institutions, having replaced it with a concept of management within powers of the administrator of budget revenues and the manager of budgetary funds and to include norms on property of treasury in the Budgetary code. Classifcation of objects of public property is offered. The problem of differentiation of state ownership and optimization of competence of bodies for management of public property is considered. Offers on introduction of amendments to regulations on federal executive authorities, including about Federal Agency for State Property Management, regarding property management and distribution of property between the subordinated organizations are formulated. The attention to need of standardization of the legislation on public property management and payments behind use of public property, frst for the land plots is paid.

Abstract

Over the past decades the global fnancial system has undergone a number of major changes. The digitalization process has a major impact on the fnancial industry. One of the main features of this industry today is active innovation process. Financial innovations are a tool for improving the quality of fnancial system development in the context of global competition and globalization. However, the scientifc community still does not pay enough attention to empirical evidence of the impact of new fnancial instruments on the economy development. The article includes a review and systematization of theoretical approaches to the development of the term “fnancial innovations”, the concept of fnancial innovations and an assessment of their impact on the development of the fnancial system and the economy generally. The paper presents the defnitions and classifcation of fnancial innovations by scientists and researchers in this industry. Also discussed are argumentative issues about the characteristics and features of fnancial innovations.
