Abstract

The Ministry of Science and Higher Education of the Russian Federation to attract young promising personnel to research activities at the end of 2018, an additional budget was set up, aimed at creating new research laboratories in academic institutions. Scientific and organizational problems that were identified at the stage of the creation and development of new laboratories are discussed. The disintegration and high specialization of institutes at the initial stage of the creation of laboratories affected the speed and quality of the decisions. The selection of young professionals and their employment in the institutions in the shortest possible time in 2018 was the main requirement for obtaining additional funding. At the beginning of 2019, for most organizations, the main problems of a mainly technical nature were the updating of research plans for 2019, taking into account additional budget works opened for new laboratories. Inaccuracies in the coordination of labor costs, financing direct and indirect costs were identified. Taking into account the staff youth, the main risks for new laboratories are the fulfillment of indicators for the state task (articles in journals) and the provision of scientific staff salaries over 200% of the average salary in the region (attraction of additional extrabudgetary funds). Also, taking into account that employees with little experience were taken into new laboratories, it is quite difficult to apply a well-tested Personal Research Activity Rating tool for financial motivation, and other strategies are needed for “the cold start” of new research laboratories in academic institutions. The options of scientific and organizational measures considered in the article are aimed at reducing the risks of the formation of new laboratories and transforming them into points of growth and exchange of best practices among other scientific and educational organizations.

Abstract

The efficiency of the Russian and global economy depends on a set of factors. Deepening of economic and social differentiation emergence and growth of the prekariat becomes the problem uniting all from India to Finland and from Russia to the United States. The problem is complicated by the fact that the labor productivity on a global scale falls, similarly the concept of labor productivity is washed away. Studying foreign the practician connected with prekariaty, is a necessary condition of control over this phenomenon in Russia.

Abstract

The aim of the study is to monitor the strategies of socio-economic development of municipalities and assess the effectiveness of the rating methodology based on monitoring strategies.

Research methods: used methods of structural-functional and institutional analysis.

Result and scientific novelty. The article analyzes the conditions for the implementation of strategies for the socio-economic development of municipalities in the region. The problems managing the socio-economic development of the region are considered. The article provides a managerial assessment of the degree achievement of the planned indicators of the strategies for the socio-economic development of the municipalities of the Komi Republic, according to such blocks of indicators as: economic development; social development; development of the municipal government system; ensuring the safety of the population. The novelty lies in the systematization of approaches in assessing the effectiveness of state and municipal government institutions.

Abstract

The article is devoted to the procedures of organizing group work in the process of forming the main content of the development strategy of the modern Russian region in accordance with the current legislation, which, however, does not have recommendations in terms of building strategic planning groups and managing the process itself from management and organizational development consultants. It is difficult for stakeholders to reach agreed strategic decisions.

The goal is to show the stages of formation and interaction of the strategic planning group, in whose work the law of synergy should be implemented, which allows not only to provide the strongest and most strategic decisions regarding the development of the region, but also to rally the strategic planning group, allowing for effective management of strategic changes at the stage of strategy implementation. It is important to highlight the organizing role of management and organizational development consultants.

The methods used to form small groups based on the typology of personalities and the role structure of the group, as well as the organization of methods for intergroup work and project management in the development of a regional development strategy.

It is shown that the scientific literature continues the search for methods, tools and forms of organization of procedures for developing a strategy for the development of a region. The content of the strategic planning group has been determined. The procedures for forming a strategic planning group at the preparatory stage for developing a regional strategy, as well as at subsequent stages of strategic planning, are shown. The importance of involving in the process of developing a strategy for carriers of expert knowledge and experience, who not only make strategically important decisions, but also actively participate in the subsequent implementation of the strategy, is confirmed.

Abstract

Currently, issues related to improving the efficiency, effectiveness of procurement of goods, works, ensuring transparency and transparency in the implementation of such purchases, prevention of corruption and other abuses are resolved through the establishment of a contractual system in the field of procurement. Federal Law No. 44-FZ of 05.04.2013 “On the Contract System in the Sphere of Procurement of Goods, Works, Services for Ensuring State and Municipal Needs” (hereinafter referred to as the “Federal Law”) deals in detail with issues related to planning and procurement, as well as control compliance with the legislation of the Russian Federation and other regulatory legal acts on the contract system in the procurement sphere. At the same time, the Federal Law does not regulate relations concerning the implementation of internal financial control over the implementation of purchases.

This article suggests recommendations for the organization of internal financial control of budgetary procedures related to the planning of procurement by government customers.

Abstract

The work is aimed at solving the actual problem of estimating the optimal offer price with participation in tenders on electronic platforms. The proposed approach is based on the use of the Monte Carlo method for simulation in order not only to adequately assess the cost of the proposed project, but also to predict the demand for the project under different conditions, as well as to simulate the behavior and intentions of the auction participants. The constructed model allows us to study the pricing mechanism on electronic trading platforms. With the help of the presented simulation methods, the estimation of the optimal price of the contract proposal depending on the number of competitors and the contract value, as well as the intentions of the competitors’ participation in the auction, the simulation results are presented.

Abstract

The paper considers the fundamental notions and interpretations of leisure activities, their impact on the personality development, as well as their social and political significance.

The authors provide a systematic sequential analysis of both historical and theoretical underlying principles of leisure activities, pointing out the diversity and complexity of the educational impact on an individual’s personality.

The importance of the research into a person’s life outside working hours, namely leisure activities, could be accounted for firstly by its being a factor shaping a human’s mindset, being one of the survival prerequisites.

Another factor consists in the importance of identifying the techniques designed to affect an individual, social groups, and the society as a whole. Political and social transformations of the lifestyle make us face new challenges of adjusting various strata of the society to the involvement in leisure activities, thus contributing to reducing social tension.

The involvement of various age groups in the political and social areas of leisure activities enables the scholars to establish optimal techniques to develop and educate actors. Leisure activities built on expertise and meeting current community demands could become an important factor of shaping a proactive and creative personality.

The paper considers ethnic, cultural, and political specificity as well as environmental features. Leisure activities enable a person to realize his/her potential and to express his/her attitudes. Leisure provides opportunities to extend one’s world outlook, to boost one’s inner self and enhance the involvement in politics.

Building on the multi-disciplinary research, leisure can be described in various perspectives. It can be looked at in terms of philosophy, political studies, sociology, and pedagogy.

The paper focuses on the perspectives of leisure activities development in the 21st century. Leisure is presented as a socio-political phenomenon empowering a person to exploit his/her potentials, and focusing on involving the young in the current political developments of a society.

Abstract

This article analyzes the current practice of spreading terrorism in Russia and abroad. The causes and factors influencing the spread of the ideology of terrorism among youth are identified. It is proved that one of the main factors that influenced the spread of international terrorism was the “color revolutions” whose main actor was precisely the youth. The current trends in the development of terrorist activity and the involvement of young people in this activity are analyzed. On the basis of the analysis carried out, directions for counteracting and preventing the development of a terrorist ideology in the youth community have been proposed.

Abstract

The article is devoted to the analysis of the activities of the NKVD extermination battalions of the Leningrad Region in the battle for Leningrad in the period from 1941 to 1944. On the basis of archival documents and materials of the newspaper “Narkomvnudelets”, the organizational activity of state and military authorities and socio-political organizations is considered, aimed at mobilizing the personnel and population of the city and region to defeat the German fascist troops, increasing the effectiveness of their combat and political training, education in the spirit of patriotism and hatred of the enemy. It shows the courage and heroism of the Soviet people — the defenders of the city on the Neva. The paper also presents an analysis of the violations that occur by the command personnel in the service activities and education of the personnel in the units and subunits and the measures taken by the management bodies to eliminate them. The author comes to the conclusion that servicemen, residents of Leningrad and the region, the entire population of the country acted as a single whole in selfless struggle against the fascist invaders, made an immortal feat in the years of the past war, which will forever remain in the memory of all mankind.

Abstract

The development of information technology (IT) has led to the development of a new generation of people who live in the virtual world. Such people live by different laws, have their own value systems, and have specific needs and demands. They are little loyal to traditional organizations, which creates problems in securing and motivating staff.

The subject of the article is the positioning of technical solutions in the field of material motivation of personnel in the era of digital business transformation. The purpose of the article is to present the requirements for IT systems imposed by the Y, Z generations, the characteristics of existing technical solutions in the light of digital business transformation at the current stage and possible software options for implementation, the choice of which for implementation is determined by the scale of the business and the company’s strategy. These problems are significantly enhanced in the banking sector, where employees are both external and internal clients of the bank, and have the opportunity in real time to compare the quality and usability of IT solutions from the perspective of such clients. Prospective directions for the development of technical solutions based on the future preferences of external and internal customers (employees) due to scientific and technical progress are given.

Recommendations for the introduction of new data storage and processing tools, as well as software for visualization of productivity — sales — employee bonuses, the implementation of which will lead to increased labor motivation and involvement of line staff, and through it to improve external customer experience, are offered.

Conclusion: the introduction of IT solutions that meet the specific needs of generations of workers Y, Z, will help the organization to achieve the goals stated in the development strategy.

Abstract

Fragmentary outbursts of the protest that took place in the run-up to the Russian legislative election and the Russian presidential election in 2011–2012 led to the intensification of observation as a form of democratization of the electoral process. The Institute of Observers acts as a guarantor of the respect of electoral rights of citizens, provides a high level of transparency and openness of the electoral process, allows to identify violations and assess the legality of the vote. This paper examines the phenomenon of the public control over elections in the context of the main tool for legitimizing the power structures in the Russian Federation.

The institute of election monitoring has undergone changes since 2011: number of election observers has grown, the qualification of observers has significantly improved, the range of monitors’ rights has expanded, and the level of their protection has risen. The amendments to the Federal Law «On the Election of the President of the Russian Federation» that were adopted before the presidential elections in 2018 allowed to democratize the observation process. Representatives from the Public Chamber of the Russian Federation and regional public chambers were included to the movement of observers. At present, certain measures are being considered to reduce the engagement of observers in electoral processes at all levels.

Abstract

The future of the cultural heritage of St. Petersburg depends on the availability of material and organizational resources aimed at the preservation of architectural monuments. The lack of them can lead to irreparable losses. An effective solution of this problem is to attract private investment with the support of the state.

The article analyzes the culture sphere state financing in terms of preserving and restoring the objects of cultural heritage. The necessity of developing the system of financial and organizational support of the field concerned on the platform of the mechanism of public-private partnership is substantiated. The basic principles are formulated, on the basis of which private investors can be involved in the preservation of cultural heritage. Going from the analysis of legislation and state programs there have been formulated the problems which are to be solved in the process of developing the mechanisms of public-private partnership. A number of conceptual measures is proposed to solve the above problems.

It was inferred that the development of public-private partnerships requires stable public policy aimed at encouraging private initiative, at applying the appropriate measures to support private investors. It is summarized that only effective interaction between the state and a private partner during the implementation of programs which are aimed at preserving cultural heritage sites, will be able to preserve the historical image of St. Petersburg and improve the quality of life of the city’s population.

Abstract

The author analyzes the role of system-forming political parties and instruments of their influence on the increasing the legitimacy of the electoral process in Russia. The study is based on an actororiented approach, in which parties are considered as actors of the political system, whose activities and technologies can have a positive impact on the course of democratization and increasing legitimacy. The author defines the mechanisms introduced by the parties aimed to increase the openness of the elections and involve more people to take part in the elections.

The results of the analysis show that in the modern life parties have opportunities and are interested to increase legitimacy of the Russian electoral system. In the conditions when the attitude to the elections of the population is not always positive, the parties become an institution capable of offering and developing tools aimed to enhance democracy, openness and justice of the electoral process.
