Abstract
In the article the current economic and social situation of Russia is analyzed, the hypothesis of exhaustion of potential of further growth of the country based on resource allocation model is pushed and theoretically proved. Need of development of the new agenda of economic and social development of Russia - the resource-saving strategy aimed at expanded reproduction of a human capital: increase of level of education, duration and quality of life of the Russian citizens - is proved. The important role in the implementation of the resourcesaving strategy, which is not reduced by authors of the article only to economy of the budget resources, is allocated for system of the higher education which is urged to act as the peculiar social elevator allowing the citizens, who went into quality and modern education to apply further for a worthy salary and career development. The special role is given to system of training for public and state servants, whose professional competence impact on quality of strategic decisions at the level of the country, region and industry. By way of illustration of resource-saving strategy at the level of the given educational organization, experience of implementation of innovative model of training for the public and state administration at North-West Institute of Management of the Russian Presidential Academy is considered.

Abstract
Globalization brought the influence of modern Western culture and values to parts of the world with very different cultural and religious traditions. Western values and law often contradict ingrained attitudes toward women’s rights and the law of the dominant religion of the land. A new wave of terrorism and extremism emerged from this clash. Conflicts of this nature are most prevalent in regions where religion has never been separated from the state and inflamed by extremists and exploited by terrorists, who in any country do not represent the general sentiment of the population. There are several other roots of terrorism, the most serious of which are poverty and illegal immigration. Strategic analysis shows that poverty is definitely correlated to levels of education, but strategically it is not true that poverty inevitably leads to terrorism. The roots of terrorism can be found among the wealthy and well educated. Due to the lack of a clear definition of terrorism in conjunction with several other important issues, the legal systems of the overwhelming majority of countries could not effectively prosecute and use force against terrorist organizations. Terrorism has become one of the most important strategic determinants and indicators of strategic political risk of investment. Even the threat of terrorism prevented many potential international transactions. The tourism, transportation (especially the airlines), and insurance industries felt the brunt of terrorism. Strategically terrorism is a social manifestation of evil and requires complete eradication. Humankind needs develop a detailed global antiterrorism strategy, including: first, strategies to prevent terrorism; second, strategies of fighting and prosecuting terrorism and extremism; and third, economic and social-recovery strategies after terrorist attacks, which unfortunately will occur for the foreseeable future.

Abstract
In the article influence of modern methods of quality management on efficiency of activity of the enterprises increase, and also on quality of activity of public authorities improvement is considered. The sense of following to the fundamental principles of quality management and advantage of introduction of quality management systems at the enterprise and in public authorities is revealed. The contents of the standards urged to facilitate introduction of quality management systems in bodies of the state and municipal authority are described. The new principles of quality management developed taking into account specifics of activity of public authorities are given.

Abstract
In the conditions of Russia the complex of internal factors, including geographic extent and spatial differences determines the specificity of the economy transformation processes and the nature of interaction between government and business. In the context of the theory of evolution, transformation of the spatial organization of the economy could not be managed without a massive redistribution of state resources. During post-Soviet period the structure of the economic space of the North-West macroregion was influenced by the implementation of the foreign economic relations of Russia with the European Union. It determines the impact of transport and energy infrastructure on the processes of transformation and international relations in the macroregion. Objectively existing factor of regionalization of the Russian economy assumes emerging of specific interaction models between state, society and business.

In the article tendencies of a condition of fleet of a fishery complex during the Post-Soviet period are considered and prerequisites for formation of measures of the state support of development of branch are analyzed. The special attention is paid to forecasting of variation consequences of implementation of the current offers on modification of the legislation on fishery. The author offers own vision of measures of state regulation for development of a fishing complex of Russia in general and investment appeal of updating and modernization of fleet in particular.

Abstract
The article describes the main trends in the functioning of the financial-investment mechanism of site, problems of its organization. It identifies directions of perfection of financial-investment mechanism of territory in the Arctic zone of the Russian Federation. In the new draft of the State program «Socio-economic development of the Arctic zone of the Russian Federation for the period till 2020» it is planned to implement 171 activities, infrastructure and industrial projects, investment projects based on interregional cooperation and the creation of production chains, beyond the limits of the Arctic zone of Russia. Projects of the Arctic zone of the Russian Federation have their own specifics that require special mechanisms for concentration of national and international financial, material and human resources on the priorities of territorial development and coordination among all participants. It is necessary to ensure the economic security of Russia’s national interests in the Arctic zone. Therefore, in terms of financial support of implementation of national and large-scale infrastructure projects in the Arctic requires not only new mechanisms of governance that will ensure the strategic orientation of the activities of different spheres: budgetary, banking and insurance, stock market, business entities, clarify their functions and interactions, but also modernization of system of financing of projects and programmes, improvement of financialinvestment mechanism of the territory. Financial strategy of the state in the aspect of economic security shall be determined by the economic and social development strategies of the country and to determine the extent and techniques of government intervention in the financial activities of business entities, methods of concentration of public financial resources and ways of maneuvering financial resources in all spheres, not only budget. It should be possible to modify the organization of financial relations. The concentration of financial resources of different areas requires the development of a state model of the financial mechanism areas that provide a transition from the processes of regulation of individual spheres, the modes of coordination, consolidation and mobilization of financial resources all the participants, including at national and international level. Depending on the purpose and necessity of a combination of these modes.

Abstract
The high level of oil consumption and as a result pollution harmful emissions of carbon dioxide making it necessary to use ethanol as an additive in gasoline. The main products for the production of bioethanol are corn and sugar cane, but effectively produce fuel ethanol from the plant Sosnovsky hogweed. The paper includes investigations of the world’s major trends of bioethanol production. The work is also considered the strategic prospects for the development of fuel ethanol production in Russia and ways to solve existing problems related to the bioethanol industry.
