Abstract
This article discusses the principles and methods of constructing hybrid model multivariate index analysis treatment of tangible assets on the example of retail trade enterprises. Analysis of the time and speed of the current assets held in respect of the current inventory storage for uniform positions of the group range shoe department of the economic entity. Separately were built time model and the turnover rate. And the final stage, the crossing using the index procedure was constructed v|t-model, which comprises five separate signs factors. For each of Rounds signs factors hides its standard statistical measure, which is traditionally carried out by an economic analysis based on defined goals and objectives, both in enterprises and for special applied research. These indicators serve as indicators of the financial condition of any economic subject, are comparative characteristics in assessing the competitiveness of the subject in the commodity markets and can be used to assess the market value of the business. The resulting model is verified, it held on reliable calculations. The model opens up new horizons of financial and economic analysis of movement of material assets of the enterprise, and allows you to put together a comprehensive study the parameters of speed and time of commodity circulation. The latter is complicated, and it is sometimes even impossible, in multivariate econometric models in connection with the phenomenon of multicollinearity signs factors. This circumstance makes it promising for the first time built a similar hybrid model in solving the problems of short-term forecasting, and operational planning.

Abstract
This article presents the results of research the needs companies for workers in regions of the Russian Federation, which is based on the use of neural network. There are discrepancy between the actual demand for highly skilled personnel and programs higher education. This situation could have a negative impact on the development of the regions. The result of the study is forecast the demand for workers for the mining industry in several regions of the country and the proposal to use this method to formation of programs in higher education.

Abstract
The article discusses the strategy of development of book publishing in Russia. It is revealed that in the press there are two types of strategies: the development of the publishing companies and holdings, as well as the proposed strategy of development of the industry as a whole. Analysis of the identified strategies shows that the strategic alternatives of development of the publishing organizations are actually tactical, not strategic actions, and provide for the development of polygraphic base, increasing distribution channels, increasing circulation, etc. Practically, there are strategies of integration and consolidation of companies, but to the idea of consolidation of publishers are skeptical. Strategy of development of the book publishing industry as market participants see each other in the acquisition and development of state support measures such as tax incentives, direct financial support of book publishing in the regions, a preferential rent retail space etc. However the most desired support measures are financial in nature. But direct financial support from commercial entities is prohibited by WTO rules, the member of which is Russia. In the world, the rapid growth of the share market of electronic books, in some countries 20%. Despite the fact that in Russia the share of e-books does not exceed 1.8% of the book market, they are considered serious competitors to attract more readers. However, none of the identified strategies do not exist measures for the development of electronic publications. The development of publishing books in Russia will contribute to a single, integrated Federal strategy, the main provisions of which can be industry consolidation, the formation of large publishing holdings, non-financial support from the government and large companies reading books, the development of the legal framework regarding secure distribution of electronic books.

Abstract
Currently issues related to improving the efficiency effectiveness of the procurement of goods, works, services to ensure openness and transparency in the implementation of procurement to prevent corruption and other abuses are resolved through the creation of the contract system in the procurement. The federal law from 05.04.2013 N 44-FZ «About contract system in the procurement of goods, works and services for state and municipal needs» occupy a special place issues related to procurement planning. Allocation of procurement planning of the common issues dealt with in the contract system, led to the specifics of the procurement organization as the document is supplemented with new flows of information requiring different than previously, identification, processing, structuring, evaluation and control. Contractual services of executive bodies of state power constantly feel the need to update the package of methodical maintenance of accounting, analytical and control processes in the area of planning. This article provides recommendations for procurement planning and internal control of the planning process in the executive bodies of state power.

Abstract
This article presents a review and analysis of discussion of several questions that gave rise for some deep controversies during the United Nations Conference on International Organization. The United Nations Conference on International Organization held in San Francisco (California, USA) becameу one of the most important milestones in the development of the system of international relations and of the world in general. This is when and where the UN Charter - the main document defining the rights, obligations and principles of interaction between states was elaborated and adopted. Despite for consensus among the delegates in the matters concerning the very need for establishment of a new international organization designed to maintain international peace and security, some detail questions were the cause for severe disagreements. The most sharp debated were held between the organizers of the Conference (USA, USSR, UK and China) and also France on one side, and the majority of other nations on the other side. The core issue for these debates were the main principles of the Security Council work. The main authors of the draft Charter (who would soon also become the permanent members of the Security Council) were willing to give this UN body some special functions, and they wished to enjoy themselves special rights in the Council. They have alluded not only their special role during the Second World War, but also the fact that only possessing these special rights, specifically the «power of veto», could ensure their effective work within the Council and maintenance of peace. Recourses of this states were intended be used for this purpose in the first place. The states usually called «lesser powers» insisted that the UN should be a highly democratic structure and, despite the significant role of the «Big Five» in the world politics, economy, their military potential, the Security Council procedures should be democratic. In the ideal case, there should be no permanent members and no power of veto, and the Council should perform more operative functions, and most of the powers reserved for it should go to the General Assembly. Furthermore, the issues of the trusteeship over non-self-governing territories and of regional arrangements gave rise for the disputes within the «Big Five» themselves. The UK and France - ancient colonial powers - and the USA that enjoyed a very grave influence in the Western hemisphere intended to shape these systems the way that allowed them to preserve and boost their positions. On the contrary, the USSR wished to create the most transparent systems that would allow it to spread its influence over new territories. Upon reviewing the Conference in general, one can conclude that all its participants intended to establish and strengthen their positions in the world politics. The «lesser powers» made a claim about themselves and have demanded equal rights to the ones of the «Great powers». The latter ones have more or less preserved their leading role, although, making some concessions to the «lesser powers». The main lesson deriving from the Conference is that the cooperation and respect for the partners’ positions can ensure the successful accomplishment of projects of any scale. On the contrary, the lack of understanding leads to the slacking of the most stable structures. The UN has demonstrated the latter case soon after the beginning of the Cold War.

Abstract
The article describes features in the evolution of the planning structure and building of the historical part of Samara city under the influence of the system fortifications of the XVIIIc. by cartographic materials. Key issues of land use within the boundaries of land plots from historical and cultural destination and its influence on the nearest territory have been analyzed. Special attention is given to the most common problems of the monuments and archaeological sites surveying exemplified by Samara fortress of the XVIII c. The authors recommended some approaches on recreational and investment potential improvement of land use and land planning in the area of archaeological sites, according to features of archaeological find, legal restrictions and specific regime of such land and monuments. The following methodical approaches were used: logical modeling, heuristic techniques, statistical techniques.

Abstract
The article focuses on the specifics of conflict construction process (war, revolution or any type of conflict). The author tried to describe a typical circuit design of the conflict construction. Mountains of information garbage distributed by reputable newspapers and channels prevents the objective understanding of the situation by ordinary citizens. Foreign media use the whole arsenal of informational psychological war methods including misinformation, discredit, compromise of enemy on the «symbolic space» level. The level of society tensity can increase by media using negative discourse. Media can persuade audience to specific point of view which profitable for «customer». The positive discourse is rare in publications. Number of panic articles about the «Russian aggression» increases every day. The objective facts and rational arguments are very difficult to oppose the expansion of the negative discourse , because these facts and arguments will be deliberately misinterpreted, distorted or simply ignored. The discursive and non-discursive production of identity have a great importance for the conflict construction process. Non-discursive dimension contains a visual, auditory, tactile components. Identity production is implemented with help of these components which we can`t underestimate.

Abstract
This article is devoted to assessing the identity and work of Solzhenitsyn to accounting and analysis presented in the estimates of figures of the past and contemporaries in literature, journalism and science. Purpose - based on the existing reviews, analytical studies of Solzhenitsyn, to present the most objective characteristic of the personality of the writer and journalist, his goals to which he aspired and pursued in all his works, and the results that he achieved in the end throughout their life. For writing this article the author applied the following methods: comparative (comparison of existing estimates and views of supporters and opponents of Solzhenitsyn with the aim of identifying their similarities, differences, disadvantages), analytic (the desire to identify the causes, the factors that really influenced the whole course of the writer’s life), evolution (an attempt to trace the change and development of new traits in the character of the writer at various stages of his life). The result of this work is to assess both the positive aspects and disadvantages in the life and work of writer and public figure, and the desire to show who considered themselves Solzhenitsyn, and what is actually the purpose in life he sought to achieve. The results of this work allow to develop new theories and to give a completely new direction in the study of the life and work of a brilliant writer and public figure.

Abstract
Nowadays there are four unrecognized republics (Nagorno-Karabakh, Transnistria, Abkhazia and South Ossetia) on the territory of the former Soviet Union. Together they form the Commonwealth of Unrecognized States, or “parallel CIS”. The main task of the international community is to find acceptable solutions applicable to a particular case, because each of these conflicts is unique. The problem of unrecognized states is a major geopolitical issue for Russia. Russia’s task is to convince the international community that the unrecognized states on the post-Soviet area have the right to exist. Also Russia is one of the main forces that stimulates the resolving of these conflicts. The US and the EU can’t allow Russia be the only leader on the post-Soviet area because it means the growing influence of Russia, which is extremely disadvantageous from a geopolitical point of view. Therefore, the main strategic direction of the policy of the Western countries regarded to the countries of the Commonwealth of Unrecognized States is to support anti-Russian sentiment.
