Information security and freedom of speech are making the issue of state media governing rather controversial subject of scientific research. Comparative analysis of the professional journalistic approaches to information security aimed at improving the state policy in the sphere of public institution’s interaction with the media. Security in the media system is a key interest of the professional community of journalists; so standards of self-regulating press require a common social effort on neutralization of the threats to information security in the sphere of mass communications. The main threat to Russia’s national information security is the poor quality of the national media, which may occur due to the restrictions of freedom of speech as well as because of the abuse of such freedom by mass-media. The interests of the state and civil society require the consolidation efforts in creating an enabling social environment for the growth of the prestige and quality of national mass-media, its economic autonomy and political responsibility.

In the article, authors have tried to consider a role of the Soviet elite in safety of the state through a prism of historical and political development of the country. The general conclusion that extent of positive impact of the Soviet elite on processes of safety of the country depended on the level of patriotism of this elite and influence of the general culture on actions of the highest managers is drawn.

This article addresses the issue of legitimizing some types of activities of states countering the terrorist threat originating from the territory of other states. In different documents equivalent actions are defined by diverse terms (political assassination, targeted liquidation, targeted elimination, execution without due process, extrajudicial execution), which creates significant difficulties in the process of coordinating the willpower of states in pursue of their national security objectives. In a number of cases, it is possible to eliminate the terminological inconsistency by determining the actions carried out by the armed forces in terms of international humanitarian law. In this case, some actions of the armed forces formations within the territory of failed states aimed at the elimination of key terrorist figures to be defined as «targeted killing». This solution facilitates the task of assigning of international responsibility.

The article is devoted to topical issues of cooperation between the state and civil society in countering extremism in modern Russia. The authors reveal the concept, the signs of political extremism, as well as the main approaches to the understanding of its content. Provides and clarifies the typology of civil society institutions that promote the state policy of counteraction to extremism in the Russian Federation. In the article the authors point to the role of public associations and organizations in the fight against extremist manifestations, determines the priorities of their cooperation with public authorities. Identified the content of the problems arising in the process of interaction between public associations and state management in the area of countering political extremism. Provides the author’s recommendations for improving the support of civil society institutions contributing to the public authorities in the fight against extremism.

In the article, the problem of assessment of economic efficiency of not economic systems on the example of development of assessment technique of military and economic efficiency of military automotive vehicles use is considered. The author’s system of indicators for assessment of the separate economic resources and level of the solution of target tasks which are uses which by means of a method of the analysis of hierarchies “is curtailed” in an integrated indicator of militaryeconomic efficiency is offered.

The article examines criteria of economic security of Russian the field of water transport, which can be used for effective forecasting of crises, internal and external threats. The analysis of different scientists points of view on how to use the indicative analysis for monitoring the system of economic security of Russia are covered in the article. One of the possible approaches to definition of essence of economic safety of the Russian Federation analyzed the most dangerous vulnerabilities of the economic system in the sphere of water transport.

The second part of the article considers the main approaches and functions that characterize a modern sports management in Russia. To do this, we analyze areas of responsibility (area of expertise) of sports management entities in Russia, depending on their goals and functions they implement. The three approaches are highlighted in sports management: the one of organizations that implement social goals - mainly under state ownership; commercial approach of private companies seeking to generate revenues or spending of optimal advertising budgets, implemented through the use of marketing strategies; approach, which reflects the general principles of the activities of NGOs. Then the article describes aspirations of commercial companies in their relations with the public sector and its institutions, which are also typical for the field of sport as well as the functions that perform public authority executive agencies in charge in the field of sport in cooperation with sports business organizations. Certain promising opportunities for the development of sports management in Russia are analyzed.

Therefore, role of the state is crucially important in supporting the participants of national and foreign exhibitions, as well as in developing of exhibition infrastructure.

The trend of Russian Federation economy development assumes not only almost insulating independence, but also risks of the wrong planning connected with it. Development and deployment of development schemes is caused by need of consolidation of efforts of regions. The purpose of our work - to make the comparative analysis of points of views about the choice of key factors for forming strategic planning model for what we allocated basic groups of theories of regional growth. Strategic planning of the region development, in our opinion, has to include several main positions (the regional economy containing infrastructure system, etc.) which are allocated and analyzed explicitly. As obligatory to inclusion in process of strategic planning in the region we allocated one of groups of factors - regional geographical realities. On the basis of this hypothesis the example of the development scheme is necessary to take into account region zonality, which is in detail discussed in work. Authors also revealed various aspects of the concept «strategic planning». In Europe the main activities within territorial strategic planning are systematized, tools for this at the regional level are classified.

The forthcoming transfer in the foreseeable future of the building-monument of the World Historical and Cultural Heritage, which is under the protection of UNESCO, the St. Isaac’s Cathedral in St. Petersburg under the jurisdiction of the Russian Orthodox Church, caused numerous discussions and notable confrontations in Russian society. The cathedral is part of the State Museum Complex, it is the pearl of the world’s iconic architecture, it is the most visited museum after the Hermitage, has an outstanding exhibition potential, and it regularly hosts church services and ritual departures. Museum collections exceed twenty-four thousand items of storage, and they continue to be replenished with found rarities and newly restored objects with the status of a relic to be protected. It is generally accepted that with the protection of museum collections and the preservation of monument buildings, the situation in the country is extremely unsatisfactory. In this case, there are not even approximate estimates of the market value of the object of research in the form of a monument-building St. Isaac’s Cathedral with the occupied land plot, not to mention the reliable insured value of the assessed object, so necessary for compensation of damage and losses in the event of a catastrophe, fire and other spontaneous insurance Of cases. The beginning of 1905 wasn’t favorable for statehood of Russia - resignations, attempts, working demonstrations. The procession of “A meeting of Russian-factory workers of St. Petersburg” under the leadership of the priest G.A. This article is devoted to the analysis and characterization of the structure and activities of the Institute book chamber in the field of cultural heritage preservation of the former Soviet Union and contemporary Russian Federation in the period of XX - beginning of XXI centuries. The aim of the work is based on the legislative, statistical sources, and periodicals to show the necessity of existence of the institution with the aim of preserving the most valuable sources on history, literature, journalism, music and emphasize the positive results of the activities of the chamber in constantly changing circumstances, including contemporary modernization and use of IT technologies. For the writing of this article the author used the following methods: structural (the desire to present the most important features of reforming of book chambers in certain periods of time), the system (analysis of the activities of the entity, specifically its role in the preservation of information and the works that an integral part of the life and culture of the modern population). The result of this work was that the activity book chamber and remains today as one of the factors that all also required the state and society for further work in the preservation of cultural heritage, because many of the items collected by employees of this establishment for many years, represent a valuable basis and the alternative methods of the European youth education and preserving the national history of Russia. The results allow us to address the study of the history and activities of the Institute book chamber not only in Russia but in other countries, their joint work and projects that will increase the amount of information social, cultural and ethnographic character.

This paper is aimed at the analysis of the institutionalization of financial organ in the framework of the Shanghai Cooperation Organization. The paper outlines such aspects as: historical background and basic stages of SCO Bank concept development, correlation of SCO Bank concept with the general view of China’s economic strategy in Central Asia and the two alternatives of SCO financial institution - namely SCO Development Bank and SCO Foundation. The first one is promoted by the People’s Republic of China, while the second one was put forward by the Russian Federation. For China, SCO Bank formation according to Beijing-led principles would bring considerable benefits in terms of interest rates and contribute to its influence in Central Asia. Meanwhile, the post-Soviet Central Asian states are also advocating the Chinese plan of the Bank, due to the fact that almost all of them are interested in acquiring more and more lending from outside. In this situation, Russia ought to make an urgent decision, whether it should stand for its proposal of SCO Foundation or elaborate new initiatives. Economic cooperation has already become an important aspect of SCO multilateral interaction, and for Russia in these circumstances the most essential objective to realize would be the elaboration of a consistent strategy and the maintenance of its own priorities in Eurasian integration.
