Abstract

In the article, experiment of the Vologda Region on introduction of project approach in personnel policy when forming management teams at the municipal level is announced. The instrument of realization of this approach is one of regional personnel projects named “The Team of the Governor: municipal level”. Its main goal — to increase quality of management in local governments through development of administrative competences not only in certain heads, and in the whole management teams including various categories of participants of municipal community. The project history, its main objectives, stages, methods of realization and the achieved results are considered.

Abstract

The article considers the problems of ensuring international and national security in the twenty-first century. The authors examine the impact of the remilitarization on international relations in the post-bipolar world. Is determined by the nature of the policy change the military-political expansionism of world powers in the conditions of development of globalization processes. The authors conclude that the specificity of the remilitarization of the era of globalization is that this phenomenon becomes transnational, and planetary in scale. The conclusion about the relevance develop priorities for countering the politics of militarism in international relations in the context of the common security space. The necessity of formulating a set of measures aimed at preventing challenges, dangers and threats to the national interests of modern Russia, the source of which is the remilitarization of international politics.

In the article some theoretical questions of the competence approach in the sphere of higher legal education are considered. According to the authors, the development of the entire system of educational competencies of students is facilitated by the formation of their research and development competencies, which for this reason should be given special attention. Abstract

In article authors the priority directions of carrying out the state youth policy at the regional level reveal. The attention is focused on a subject role of the younger generation in formation of youth policy in the Oryol region. Modern socio-political practicians objectively indicate developments of innovative mechanisms of realization of regional youth policy the need. Measures of increase in efficiency of realization of the state youth policy in the Oryol region are formulated, considering regional specifics. The offer on creation the Center of professional diagnostics and quality of regional youth policy is proved.

Abstract

Starting from a perception of cross-border territories being sub-systems, created by the respective national politico-administrative partners involved, the paper asses how cross-border cooperation in Europe can be improved by a new approach of integrated capacity-building. Based on both the achievement but also central challenges that all cross-border territories in Europe are facing in practice, two central fields are interpreted in this regard: training/facilitating and cross-border institution building. The paper concludes that a more effective cross-border policy-making of the future depends on approaches of systemic capacity-builduing and suggests “horizontal subsidiarity” as a new operating principle, to be developed as part of a multi-level governance approach.

Abstract

The OECD Declaration on International Investment and Multinational Enterprises is not enough studied and known in Russia. That is why authors decided to choose as the goal of their research to state briefly and accurately its main provisions and tools for interaction with other countries, which the Declaration gives to its adherents. In their research authors consider the prerequisites for the adoption of the Declaration and its content (5 of 6 items, except responsible business conduct). During the research following instruments were used: legal analysis of formulations used in the Declaration to determine the degree of the bindingness of its provisions; a method of comparison with other international agreements; study of judicial practice. Authors also made the research of how adherents apply reservations to the provisions of Declaration. Based on the research, authors propose recommendations that could be used by Russian public authorities. For example, Russia can use the instrument of conflict requirements to eliminate the requirements of other countries, which unreasonably increase the administrative burden on Russian entrepreneurs. Russian public authorities can also use the tool “public consultations” to disseminate knowledge about existing benefits in third countries for the expansion of Russian entrepreneurs abroad.

Abstract

The article investigates the improvement of the draft strategy for the development of the Russian Federation’s sanatorium and Spa complex. The authors have made a number of practical proposals aimed at adjusting and complementing the objectives of the strategy, justifying them by means of comparative analysis using the relevant data from tourism statistics in Russia and abroad; Development of mechanisms for effective coordination of the activities of the executive authorities at all levels in the implementation of activities for the conservation of resorts, therapeutic and recreational areas and natural health resources, their integrated territorial Development also points to the need to adjust and develop new financial mechanisms and economic incentives in relations between citizens, health care institutions, insurance Companies and facilities at Spa and spa services, which should, in the new interest of citizens in the maintenance and repair of lost health, increase in the medium and long term the demand for the services of the domestic In domestic and global markets.

Abstract

The article is devoted to the procedures for constructing a strategy for the development of municipalities in the Russian Federation, both in terms of considering the formation of approaches to shaping the prospects for possible changes, and with respect to methods that allow us to determine the future on the basis of a set of strategically significant goals that are formed based on the results of constructing the target configurator.

The goal is to compare different points of view on the organization of methodological support for the process of formulating the strategy itself and determining its main content and, as a result, to show the author’s version of the algorithm for constructing the strategy slogan and filling it with the content of strategic projects and programs.

Methods for constructing mental maps were used, including the tools for analyzing the situation, forming a hierarchy of strategic goals, and determining the main content of the strategy for the development of the municipal formation.

It is shown that in the scientific literature the controversy continues about the algorithms, methods, models and tools for the development of the strategy for the development of municipalities, and universal methods for developing strategies have not been worked out.

The structure of strategic goals is determined as a result of the analysis of the factors of the external and internal environment, as a result of the analysis of the existing strategy of the municipal entity (legal or illegal), as the concretization of the Vision and the Mission. and also as an orientation to the reference variants of goal-setting in the municipality. The structure of the set of marked goals makes it possible to single out the first level of the hierarchy of formulations, the keywords of which make it possible to draw up a slogan for the development strategy of a municipal formation. The configurator allows taking into account the diversity of target orientations, which provides the system result of strategy development, and the proposed algorithm of its construction opens the possibility of organizing group work of stakeholders, providing the logic of strategy development and synergy in making strategically important decisions.

Abstract

This article is devoted to analysis and tries to describe the situation of the parish (white) clergy in Russia in the period from 1917 to 1930-ies of XX century. The aim of the work is based on the study of documents, legal sources, theses, and sources of periodicals to trace the change of position of the clergy, not only in cities but also in rural areas, one of the most difficult periods in the history of the Russian Orthodox Church. For the writing of this article the author used the following methods: system (analysis of the situation of clergy and the development of relations between the clergy and the state in the specified chronological period), the historical-genetic (the desire to identify regularities of change of the social status of the priests and members of clergy in accordance with the constantly changing conditions of life in the country). The result of this work was that the position of the parish clergy, from 1917 until 1941, has undergone drastic changes not only in economic but also in social and ethical terms. The main factors of these changes (and not in a good way) were: a decrease in the number of parishioners and conduct a service, deprivation of state assistance in providing material support to the clergy, restriction of rights, the constant waves of anti-religious campaign and repression. However, despite the tightening of conditions of life, the clergy continued to perform their duty and remained faithful to his Homeland that could not go unnoticed and further leads to the change of relations between the Soviet government and representatives of the clergy, but still with a predominance of anticlerical sentiment in the society until the collapse of the Soviet Union. The results allow drawing attention to one of less studied issues in the history of the life and work of the parish clergy with the possibility of a further examination with the involvement of the instruments of the clergy in exile in Europe and America.

The article highlights the problematic aspects of managing the activities of the artillery armament service during the preparation and during the Battle of Kursk-one of the greatest battles not only of the Great Patriotic War of the Soviet people against Nazi Germany and its allies, but also of World War II as a whole. The topic of the article has an actual sound from the point of view of generalizing and analyzing the enormous work that the artillery armament service has made to achieve victory. The example of the Battle of Kursk shows that not only the unparalleled courage of the troops, the art of generals, but also a sufficient number of modern military equipment, weapons, ammunition, as well as the system of work of the relevant structures for supplying artillery, mortars and ammunition to military units connection) of constant combat readiness.

Abstract

Member States of the United Nations in the autumn of 2015 approved the Agenda for Sustainable Development for the period until 2030. The Agenda also establishes goals for the contribution and methods of fishing and aquaculture production to achieve food security and adequate nutrition in the use of natural resources. Meeting the ever-increasing demand for fish products in accordance with the UN Agenda for the period until 2030 will be a development priority. The main world tendencies in the development of the fishing industry complex are studied and some strategic priorities for the development of the aquaculture industry in Russia.
