Abstract

Document circulation and communication between organizations, their structural subdivisions and employees are increasingly being made on the basis of infocommunication technologies and paperless digital approaches. This article provides a review of existing information systems, the main activities of scientific and educational organizations, ways of interaction with state and commercial enterprises. The analysis of general types of administrative and economic, financial activity, as well as scientific, educational, publishing activities, specialized for academic institutions is given. It is considered domestic, works dedicated to automation of processes and the introduction of information systems in scientific and educational organizations, as well as existing foreign technologies for automating the learning process. Most existing Russian and foreign systems include modules that provide electronic document management and communication. Despite existing standards, scientific and educational organizations are difficult to unify, due to their specialization and historically established traditions. Due to the multifaceted activity of scientific and educational organizations, individual proprietary software modules were created for the most demanded processes, which led to the problem of integrating modules developed at different times for different services accumulating databases with duplicate information. Information is provided on the corporate information systems developed in SPIIRAS, distinguished by the use of biometric contactless means of interaction with users and personalized maintenance scenarios.

Abstract
The author of the article notes that the political use of the past is important for the construction of all types of collective identity. However, the past and the historical memory have special significance for the “imagined nations”. In point of fact, the historical narratives of national unity fulfill an integrative function, that reduces the level of existing differences. Consequently, this function is allowed the members of the nation to comprehend themselves as belonging to the “collective identity”. Hereby, political elites play a special role in the process of the national identity formation, as they have access to the most influential forms of public discourse, such as mass media, politics, science, education and state bureaucracy. And this means that they have “access to the consciousness” of the masses.

Abstract

The article solves the problem of theoretical reproduction of the aggregate of political conditions, factors and trends, with the skillful use of which by the forces of regional authorities and officials, it is possible to optimize relations between the state power that dominates in the regional context and the local authorities of the municipal communities, which form, in their jointness, most part of social and political space of the region. The mastery of this space, the acquirement of objective processes occurring on the territory for the sake of scientific management of them in the interests of the resident and residing on the territory of the population, constitute the meaningfulness of the activity of regional institutions of state power, responsible political forces and individuals capable to play the role of regional leaders.

Abstract

In the article the issue of management of customs and logistical risks in the international chains of deliveries of the goods containing intellectual property items is touched. The existing theoretical bases in the field of management of chains of deliveries and the existing customs legislation of EEU and the legislation of the Russian Federation in the field of protection of intellectual property rights by customs authorities are analysed. The dependence of emergence of logistical risks on existence of customs is presented. The available unresolved questions are noted, the directions of development are offered.

Abstract

At the present stage, there is a further development of the insurance market, which is associated with the integration processes taking place on it, affecting the participants of insurance activities. The changes observed in various segments of the economy lead to increase in various risks and increase the need for insurance services. In Russia, one of the problems is a small set of proposed insurance services, which affects the development of the insurance market. The purpose of the article is to assess the current state of the insurance services market in Russia and identify problems arising in its functioning. The research methodology consists in the synthesis and comparison of data characterizing various components of the insurance services market. The authors identify the trends that have developed on the market of insurance in Russia, assesses the current situation according to different criteria, revealed the factors of development of insurance business, as well as the problem aspects of the insurance industry. The study showed the presence of high dependence of insurance in Russia on the prevailing political and economic way of life here, which led to the domination of demand for certain insurance products. As a result, it can be noted that the development of the modern market of insurance is associated with the need for state support, which consists in creating conditions for the adequate functioning of the insurance market. The authors substantiate the need to develop an insurance ideology and bring its essence to the population.

Abstract

In the article the problems of the interrelations of the organs of state and municipal control with the public noncommercial organizations (NPO) are analyzed. Are represented the theoretical and practical studies, which characterize specific character NPO as the subject of social relations, the nature of control of their functioning and development. Article is aimed at the complex idea of the nature of the cooperation of state and noncommercial public organizations by way the disclosure of potential and models of the partner relations of state and NPO; the development of the existing within the framework given relations of problems in modern Russia and the determination of the methods of their solution.. A study is carried out with the use of methods of lawful, organizationalfunctional and problematic analysis on the basis of complex and systems approaches. Classification NPO is carried out and the need for the calculation of this classification with the selection of the most optimum mechanisms of the collaboration of authority with them is substantiated. Dana is the characteristic of the basic directions of the government control of public noncommercial sector and guarantee of partner relations of authority and NPO. Are represented the basic models of interaction of authority and NPO within the framework of direct government control, also, on the basis of partner relations. Is substantiated the priority of the realization of interaction of authority and NPO at the regional and municipal levels. Special significance for state and society of socially oriented NPO is determined. Are isolated and described the problems of the realization of the potential “third sector” in the interrelations of authority and NPO. Are designated for solving the data of problems the measures of the lawful and organizational nature within the framework of social policy. The large potential of interaction of authority and NPO and the need for systems and integral approaches in its realization is asserted according to the results of a study.

Abstract

Complication of a competitive situation forces the modern companies to pay special attention to the organization of management. Most it belongs to the companies, which conduct economic activity in the cross border mode, for example to the companies of the oil and gas sector. One of ways of increase in efficiency of management is development of such element as a subsystem of internal control. The research objective consists in the analysis of conditions and prerequisites of the organization of internal control in the company and development of recommendations about its implementation. Research problems are assessment of the importance of internal control for effective management of the companies; identification of conditions and restrictions of development of internal control systems of the Russian companies; the analysis of advantages of use of internal control system in the company; justification of recommendations about development of internal control system. Because of the conducted research, it is revealed that influence formation of internal control systems of the modern Russian companies as factors of national and international property. At the same time complication of a political and economic situation in the world and aggravation of sanctions and information confrontation between the countries of the world results in need of account for the organization of systems of management in general and subsystems of internal control in particular of the international requirements. Recommendations about development of internal control systems of the Russian organizations based on the Concept of COSO are presented in the article. Practical use of results of the conducted research is possible in the systems of management of the Russian companies including relating to the oil and gas sector.

Abstract

It has long been noted that we are formed by power, penetrating into all spheres of life. However, looking at the rings of history, you notice that political and legal institutions were not built in a spontaneous and abstract way, their design was predetermined by religious maxims rooted in social fabric. Accordingly, power is only a tactical mechanism of social life, as a system of higher spiritual and moral imperatives, meanings and meanings that prescribe a certain behavior to a person, thereby exerting a managerial influence on him. Obviously, the existence and development of Russia in the foreseeable future will be linked to the search for the ruling and intellectual elite of such forms of normalization in the political, legal, social and cultural spheres of life that would not only not contradict social justice — the basic ideal of traditional religious faiths — Orthodoxy, Islam, Judaism, Buddhism, governance, embodied in the evangelical imperative “If any of you wants to become the chief, let him be the whole servant” (St. Mark’s Gospel, 10:43), but also provided, through the separation of powers, the rule of law, political competition, its achievement.

Abstract

The author of the article makes an attempt to determine the role of the ideological component in the unfolding scientific discussion in the context of the conceptualization of a power state from the political standpoint. Using the methods of discourse analysis and comparative approach, he substantiates the conclusions that the large-scale pluralism of interpretations of a power state as a public phenomenon within the framework of socio-political discourse is due, first of all, to the ideological positions of the authors. Secondly, the ideological differences of reasoning in favor of a power state conceal the danger of deviating from the discussion of a power state in the politicalmanipulative side in favor of the existing socio-political status quo; Finally, thirdly, the concentration of the expert-scientific community and the public on ideological differences over a power state is hampered by an objective scientific analysis of the foundations and effectiveness of a modern power state in modern conditions.
