STATE AND MUNICIPAL SERVICE
The article deals with scientific and practical recommendations that contribute to the transformation of the system of additional professional education of state and municipal employees. The system of scientific and practical recommendations is developed on the basis of the conducted research aimed at identifying the dynamics of the personnel potential of representatives of the state and municipal service of the Vladimir region. Special attention is paid to the motivational factor of obtaining additional professional education.
POLICY AND CONSTITUTIONAL STATE
Questions of the Arctic policy are in the center of attention of the Russian scientific community for a long time. It is result of objective awareness of the importance of this problematics and reaction to inquiry of the state. Recognition of relevance of the matter involves also certain problems. Obvious positive results of the last ten years cannot be treated as a guarantee of progress and to mechanically extrapolate achievements of a present situation for the next years. It is not necessary “to drive” itself into a rigid framework of quantitative indices, this problem of the previous development periods sometimes receives an unexpected recurrence today. In this article, the main attention is paid to questions of staging of development, need of a support on the traditional centers of development, expediency of priorities of development of the European part of the Arctic. The attempt to jump through a stage or space can weaken positive trends of development of the Arctic. The role of St. Petersburg and the small Russian Northwest in development of the Arctic is especially noted.
This article examines the confrontation of states in the information space and aspects of the state information policy in terms of protecting information sovereignty. The purpose of this study is to introduce the concept of “information capacity of the state” and justify the need for its use in planning and organizing internal and external policy management activities to protect the information sovereignty of the state. On the basis of research, using the methods of comparative and situational analyzes, a common factor has been identified. This factor determines capabilities of states in the information space, it is “information capacity of the state”. The essence of the concept of “information capacity of the state” is defined and it was demonstrated that the information capacity of the state is the basis of information sovereignty. The analysis of domestic and foreign experience of applying the information capac ity of the state in the conduct of information policy in order to protect information sovereignty was done. The steps to ensure compliance with the legislation of the Russian Federation on the example of blocking access to the Telegram messenger from the territory of the Russian Federation were analyzed. As a result of this analysis, it was concluded that it is impossible to ensure the legislation of the Russian Federation in the information space using the current information capacity of the state. To solve this problem, the article proposes to use not only technical, but also organizational measures. To prevent this situation from recurring in future, it is proposed to introduce the concept of “information capacity of the state”, defined in this article, into the regulatory acts governing the state information policy (National Security Strategy of the Russian Federation, Doctrine of Information Security of the Russian Federation, Federal Law № 149-ФЗ).
EURASIAN RESEARCHES
The purpose of the article is to analyse the perspectives of co-operation between the Baltic countries and the Eurasian Economic Union member states. To conduct study and draw conclusions as a research method were applied situational analysis. During analysis were identified the following elements-events of recent years associated with the: imposing of economic sanctions against Russia, creating of Eurasian Economic Union (EAEU), China’s Silk Road Economic Belt Initiative, NATO activities connected with the increasing major exercises conducted by Alliance on the borders of the EAEU member states, policies of the Baltic states. The object of the study is the relations between the EAEU member states and the Baltic countries.
The subject of the study is the political and economic aspects of the EU, Eurasian integration and the Silk Road Economic Belt. Dependent variables used in the research: the official position of the EAEU, the official position of the EU, Silk Road Economic Belt, trade and economic interaction, the regime of economic sanctions, normalisation of ties between Russia and the EU, territorial aspect, infrastructure, bilateral legal framework. Independent variable used in the research: NATO. It is analysed the crucial role of intensifying relations between the Russian Federation and the European Union in creating favorable conditions for the restoring relations between the Baltic countries and the Eurasian Economic Union member states, as well as strenghten relations between European Union and Eurasian Economic Union. It is noted that the relations between the European Union and Russia are not interrupted, trade and economic co-operation continues, but at a lower level. It is analysed relations between Baltic states and EAEU member states, including economic interaction and the legal basis. It is highlited the importance of full restoration of economic and trade ties.
One of the key issues of the article is that the integration processes in the Eurasian space have activated the process of implementation which is dynamically developing within EAEU. It is stressed that the formation of transport corridors in the territory of the EAEU member states is one of the key tasks within the conjunction of the EAEU and Silk Road Economic Belt. It is noted that to activate these projects, a legal framework of bilateral basis is needed — bewteen China and countriesparticipants of the EAEU. It is stressed that China is interested in co-operation with the EU within the Silk Road Economic Belt. It is shown that the strategic vector of the Baltic states, as well as the EU, the EAEU and the Belt and Road initiative, is economic. The intensification of relations and the strengthening of economic ties between the EU and the EAEU is possible after the lifting of mutual sanctions. It is noted military activity of NATO at the border zones of the Baltic countries with the Russia and Belarus as a negative factor affecting the relations.
POWER AND ECONOMICS
The article deals with the management of socio-economic development of the subjects of the Russian Federation. It is shown that among the problematic and key issues is the use of strategic planning, including goal-setting and the choice of tools for the implementation of strategies. The analysis of the UN sustainable development Goals till 2030 and their comparison with the National development goals of the Russian Federation till 2024 is carried out. It is shown that sustainable development is a consequence of the use of complex system approaches based on strategic planning rather than individual tools.
Significant stage of theoretical bases consideration of such a regional development instrument as noncommercial concession is a control system of the Russian Federation regions functions definition in new conditions. The specified functions will be almost identical for all regions, and differences can be caused only by the structures of its industrial complexes. The functions of regional and municipal governments, presented in a research, are received as a result of its activity law base analysis. Features of their realization in the conditions of noncommercial concession use are revealed. It is defined that the organizational structure of governments of subfederal and local levels will change not so significantly as filling of their activity and responsibility of particular persons. The functions specified in article are implemented within use of noncommercial concession by means of matrix and modular structure of regional and municipal governments use and creation on these basis the workgroups, which has the right of decision-making. The results received during this research will be used by consideration of other aspects of introduction and use of noncommercial concession. In spite of the fact that theoretical approbation of results, received during given and previous researches, is made on the basis of the Kostroma region, they have universal character and can be applied practically in any region of the Russian Federation after fine tuning under the structure of its industrial complex.

Modern advertising market must not to have a spontaneous self-regulation on the part of the participants, because this leads to inconsistency of their actions. Therefore, in the first place, when we organization of the advertising campaign, the clear plan is put forward. This planning involves the development of objectives, and the ways to achieve them, also the choice of means of advertising, and planning of each stages of an advertising campaign, finally, forecasting results. This makes it possible, on the one hand, to streamline the entire advertising process, and on the other — to organize the work of each participant to achieve effective results.
The article deals with the current state of the market of telecommunication services of the Republic of Mordovia, reveals the factors characterizing the market situation. On the example of the Republic of Mordovia the problem of telecommunication services market and priority directions of development are analyzed. The author substantiates the effectiveness of interaction of market factors and internal environment factors. The directions of further expansion of the market are offered and the General “risk zones” of the market of telecommunication services are investigated. The structure of the Russian telecommunications market and modern information and communication infrastructure in the Republic of Mordovia are analyzed.
The article considers modern trends in the development of the automotive market and, in particular, the segment of electric vehicles. The data on the number of cars per 1000 population has been analyzes, as well as the volume of car sales in 2016-2017. The analysis reveals the share of electric vehicles in the total amount of new cars sales. Authors studied the dynamics of changes in sales of electric vehicles in the markets of developed countries and calculated the annual change in indicators in percent. The governmental plans of leading countries for electric vehicles have been described and the sales volumes of the most popular models of electric vehicles have been analyzed. Authors evaluated the performance of Tesla and revealed an increase in debts. Particularly, there is no dividend payouts per share. Authors identified the reasons for the growth in the value of companies, and concluded that the value of the Tesla’s shares was over-valued.

This article estimates efficiency of Food and Agriculture Organization of the United Nations project on building of food security capacity in Sahel and Horn of Africa countries. Estimation bases on food security index and hunger index. Results of research present evidence of low efficiency of the program. Actions, suggested in project proved to be insufficient for problem to be solved.
The paper is devoted to the policy of transnational corporations in telecommunications in subSaharan Africa (SSA). The main goal of the work is to study the main competitive strategies and their importance in the activities of telecommunications TNCs in SSA countries. Methods. The work uses systemic and institutional approaches, as well as methods of complex analysis. The state and development of telecommunications markets in sub-Saharan Africa, as well as strategies and statistics of transnational corporations are analyzed. The main results of the work: the article reveals the features of the telecommunications market in sub-Saharan Africa, examines the political and competitive risks when entering the market, identifies the main strategies for the functioning of telecommunication TNCs in developed countries on the African continent, formulated the main proposals and recommendations to Russian telecommunication companies for entering this market and improving their competitiveness on it. The main conclusion. When implementing and complying with the formulated proposals and recommendations, Russian telecommunications companies will be able to acquire a large share of the telecommunications sector of the region under study. Everything is determined by the strategy.
