Abstract

The first half of 2019 forces to remember the known law on transition of quantitative changes to qualitative. Any essentially new trends were not shown, the new facts did not drop out of a traditional information picture, but did it more relief. However there are all bases to say that not really new trends lead us to formation of a bit different system of the relations in economy and policy.

Abstract

Political struggle is rarely the subject of political research. It is so closely intertwined with the phenomenon of politics that it does not attract attention as an independent subject of research. The phenomenon of political struggle is always talked about, but what it is, its essence and content — goes by the wayside. The purpose of this article is to study the political struggle as a struggle for leadership and power. Political struggle in modern conditions is a complex sociopolitical phenomenon aimed at the transition of power to a certain political group (the conquest of power by a certain political class) in order to achieve certain political, economic, military and other interests. In his work, he highlights such forms of political struggle as parliamentary activity, revolutionary struggle, guerrilla movement. The concept of political struggle in the light of its analysis is broader in relation to the concept of conflict, as well as to the forms of its manifestation. Political struggle is a process that is not limited to the conflict, but includes the phases of formation of goals through propaganda and their implementation through the power status.

Abstract

This article introduces the concept of a conceptual ideal. Its influence as the basic construct transforming civil society into the active participant of political process is considered. The conceptual ideal can be a consolidating management model built on the basis of a dialogue between the government and society. According to the authors, the conceptual ideal will allow to harmonize the management impulse and satisfy the demands of society taking into account its cultural, mental and religious ideas about justice. The article presents the models that allow to integrate the conceptual ideal in the management process, the positive theoretical and practical results of its implementation.

Abstract

Regulatory tools created before digital technology do not make it possible to manage change efficiently. The article presents the results of research on the creation and functioning of special legal regimes for the digital economy conditions — “regulatory sandboxes”. The basic elements of the digital economy regulation system and the concept of “smart regulation” are described, the goals of creating special (experimental) regimes and principles of their application are formulated in the article. It is concluded that regulatory decision-making procedures should cover the entire cycle of the rule-making process and the choice of efficiency criteria is the “cornerstone” here. For the successful implementation of this initiative, it is necessary to develop a methodology for evaluation the effectiveness of regulatory decisions with anchoring the relevant criteria and efficiency indicators; to ensure the integration of the regulatory sandbox mechanism with strategic planning and technological forecasting, expand the range of mechanisms for engaging businesses, civil society and the expert community in the regulatory system of the digital economy.

Abstract

The article considers the models of evaluation of organizational maturity of project management, analyzes their advantages and disadvantages. The model of G. Kerzner’s maturity is analyzed in detail, the essence of each stage of the analysis of the organization is considered. In addition, the classification of types of personnel resistance to innovations related to project management is presented. Solutions to problems at different levels of maturity are proposed. Attention is focused on the factors that ensure the success of project management.

Abstract

The purpose of the study — the study and systematization of the main approaches to the problem of economic security on the example of the leading countries of the world economy — causes the following tasks: 1) identify and assess the forms and means by which developed capitalist countries solve the most important issues of their own economic security; 2) identify the contribution of these countries to the creation of an integrated system of international economic security. Research methods include methods of political, sociological and cultural analysis, as well as a comparative approach. Results. The article deals with the peculiarities of the practical implementation of the state of economic security in the developed countries of Western civilization (USA, Canada, Germany, France, great Britain, Spain, Italy, Japan), the main strategic goal of which in the field of protection of national economic interests is to ensure sustainable economic growth and economic reform in accordance with the conditions of competition in the world market. The main attention of the European Union countries is paid to ensuring national security through a holistic process of achieving European security, but the leadership of the European Union is not always able to ensure the integral security of its member States due to both internal contradictions and emerging problems with the United States, which subordinate the economic interests of European States to the satisfaction of their own political ambitions. Findings. In the countries of Western civilization, after the integration processes of the last three decades, the economic security of a developed capitalist country is not seen as a state of complete independence from the rest of the world, but as a state of stable and sustainable socio-economic development, which can be achieved through close political and economic cooperation. But the desire for the fullest possible independence from the United States of America — both national economies and their own domestic and foreign policies — in the developed countries of Europe is intensifying in times of crisis. The global economic crisis that broke out in 2008 also led to systemic and structural problems in the developed countries of Western civilization, which today are not possible to solve. The oldest European democracies are built into the world security system as the basic elements of the American geopolitical strategy. To date, there is no integral system of international economic security that would take into account the interests of at least developed countries of Western civilization.

Abstract

The article discusses the main provisions of the modern regional competitiveness, investigated a number of indicators used to assess regional competitiveness. In terms of the quality of life of the population, the criterion for assessing the level of development of a regional food market is highlighted, complementing the system of indicators for assessing the level of regional competitiveness in a region. The external and internal factors influencing the development of the regional food market at the current stage of its development are determined. The criteria for the formation of a food market strategy as a tool for increasing regional competitiveness are formulated.

Aim. Identify the need to include criteria for the development of a regional food market in the system of criteria for assessing regional competitiveness.

Tasks. Consider the factors of regional competitiveness, determine the place of the factor of development of the regional food market in the general system of factors. Formulate criteria for the development of a regional food market factor.

Methods. The methodological basis of the work was general scientific methods, domestic and international research in the field of regional competitiveness and the development of the food market.

Results. The paper identifies a group of indicators for assessing regional competitiveness. The rationale for including the criterion for the development of a regional food market in the system of indicators for assessing regional competitiveness has been formulated. The structure of the evaluation of the criterion for the development of a regional food market to increase the level of regional competitiveness has been determined.

Abstract

The article refers to the information and digital civilization — its threats and hopes formed by it to the “digital generation”. On the one hand, an identifier is the name of a managed object in a digital society. Each step of the “digitized citizen” can be checked, serve as a test of loyalty to the system, to agree with the worldview and ideological attitudes adopted in it. Civilization atrophies and deforms auditory and visual physiological analyzers, changes mental features of the younger generation. On the other hand, young people, like the Pythagoreans who offered us the digital Universe, perceive the digitalization of social life organically as integration into the natural environment of life. Information and digital civilization gives birth to the world society as an alternative site of politics, differs from the main international society, creates its own logic of communication, mobilization and action. If international diplomacy creates a formal, hierarchical, formal and exclusive atmosphere concerning the events of intergroup relations, transnational digital network (TDCN) are informal, egalitarian, highly inclusive and open to multilingual presentation and alternative forms of political expression. Information and digital civilization creates limitless conditions for the development of human ability to foresee and foresee the future, and not a prophet, not a magician, not a psychic, and the most common, the average person. After all, our mind develops faster than the body, which creates the preconditions for the fact that humanity, which has become a digital community, will be able to abandon the harmful “benefits” of civilization without becoming a victim.

In the second part of article on the basis of materials of the central and regional archives, collections of documents of party and Soviet bodies of front-line areas, memoirs, newspapers of wartime organizing activity of the State committee of defense, the Councils of War, local bodies for mobilization of the population on construction of autocart roads and their maintenance in proper condition, construction of the railroad Stary Oskol — Rzhava which had important military value for the Voronezh front is considered, the contribution of residents of front-line areas to a victory of the Soviet troops on the Kursk Bulge, their courage and labor heroism is shown.

Abstract

This article discusses the search for ways to use foreign experience of state incentives and support for small and medium-sized businesses in order to be able to use it in the economic life of Russia. At present, the in-depth study and analysis of foreign experience of countries with market economies play an important role for our country. The expansion of contacts at all levels of government agencies and authorities supporting small and medium-sized enterprises has greatly expanded the understanding of how small enterprises are supported abroad, what measures need to be taken to increase the share of small and medium-sized enterprises in GDP, as well as the contribution of small and medium-sized enterprises to solving existing socio-economic problems. Many of them can be successfully resolved by increasing the number of Russian citizens wishing to engage in business and successfully carrying it out with the support of the state.

Abstract

This article discusses the strategy of Russia in international cooperation on the Eurasian continent, through participation in the EAEU. The main problems of integration within the EAEU are identified. Integration processes on the Eurasian continent and Russia’s position in the emerging regional struggle for dominance over Eurasia in the third Millennium are considered. It is shown that through multilateral associations Russia plans to strengthen its role in Eurasian integration.
