Abstract
Modern geopolitics in Russia suffered from the absolutism of its capabilities in the 1990s. The reasons are obvious. Forbidden fruit in the USSR was sweet. Then, in the 21st century, attention to classical geopolitical research fell sharply. Russia’s position in the modern geopolitical coordinate system is gradually changing. The collapse of the 1990s has not been completely overcome, it is impossible, but Russia has taken measures to strengthen its borders. The study of Russian geopolitical involves historical and geographical analysis. Some of Russia’s geopolitical problems have amazing resilience, and the challenges facing our country have amazing resilience.

Abstract
The article analyzes the geopolitics of Central Asia, the state and prospects of cooperation between the countries of the region. It took enough time and excessive attention to the region from the major powers — China, USA, EU, Turkey, Iran in order for Russia to revise its policy in Central Asia. As for the relations between states within the region itself, they have evolved in different ways over the past period: with downturns and ups, from partnership and friendships to direct confrontation and mining of borders. Having a history of being fraternal nations within the same union, after having gained independence, Central Asian states were not so much concerned with the problems of the economy and raising the living standards of their population, but were more interested in looking for evidence of their own history and culture, unfair division of borders in the past, and a number of other controversial issues, which, of course , far from contributing to the construction of normal bilateral relations between neighboring states.

Abstract
The article is devoted to the analysis of the interaction of the Russian-Belarusian regions in the integration processes, for which an analysis of the work of the past forums of the regions of Russia and Belarus. They convincingly testify that interregional ties have become the most effective methods in strengthening the Union State. The forums have become an open platform for a confidential conversation about the successes and pressing issues, in practice showing the integration potential of the Eurasian paradigm.

Abstract
This article is devoted to the analysis of the role of social networks in the protest political participation of citizens in the 2010s. The author notes that the spread of Internet technologies contributed to the technologization and networking of political protest. A special role in this regard is played by social internet-media, which act as both traditional and social media. Based on this, the author analyzes how social networks affect the protest political mobilization of citizens, contribute to the organization and coordination of protest actions. The article concludes that social networks transform individual procedures and technologies of protest participation, but do not change its essential characteristics and do not act as a reason for the formation of political protests.

Abstract
The purpose of this article is to critically analyze the Strategy for the Development of the Information Society in the Russian Federation for 2017–2030. The theoretical basic of the analysis are the theory of information society and communicative theory of power. Having a rich explanatory potential and based on the large-scale empirical research, these theories comprehensively characterize the main elements of the existing socio-economic system in their relationship with political action. Thus they contribute to the development of practical recommendations for public authorities. Methodologically, this study is based on the structural and contextual analysis of the text, carried out with the help of MAXQDA (n=225) and allows to reveal the importance of key parameters of communication policy in the information society and their relations with each other. The results of the study show that the Strategy reflects all the key parameters of communication policy in the information society, like: the digitalization of individual, organizational and spatial development; the formation of legal and institutional foundations of the knowledge society at the international level; the introduction of artificial intelligence and big data based decision making in science, industry, business, and in governance; the transformations in administration and management and the formation of new competences in the information society’s stakeholders. However, the Strategy makes a very strong emphasis on security issues. This refers to the extensive elements of the development of communication policy of public authorities. Contemporary studies research shows, that the restrictive development is a critical element that prevents the formation of an effective communication policy of public authorities in the information society. The article substantiates the conclusion that it is expedient to change the connotation of the security concept, and to understand it in terms of sustainable development. Sustainable development should serve as a strategic reference point for the state communication policy in order to develop the information society in contemporary Russia.

Abstract

Target: analysis of migration flows in modern Russia and identification of possible threats to economic security and social stability associated with population migration.

Methods: a systematic approach, population analysis, comparative analysis, generalization and interpretation of the results.

Results and discussion: On the basis of official statistics and expert estimates, an analysis of the situation in the field of population migration in Russia was carried out, the main directions of population redistribution were identified, the need for adjusting the socio-economic policy in regions experiencing significant migration was substantiated.

Conclusions. Conclusions are drawn about the possible increase in the negative impact of migration processes on the socio-economic development of the Russian Federation as a whole and individual regions, in particular, which requires their detailed study in order to take measures to optimize migration flows and adjust social and economic policies.

Abstract
The quartet of the largest federal players in a completely mature mobile commerce market created a unique situation of the classical oligopoly in the face of imperfect competition, which put the domestic antitrust authority in a difficult position. Although the appearance of reliable competition requires a reduction in the financial success of each member of this strategic group, a kind of quadriga, in particular a decrease in marginal service revenue, a decrease in the growth rate of net profit, the reality of cartel conspiracy, especially in terms of price and tariff formation for a range of services mobile communications, of harmonization of non-price instruments, more and more becomes convex and tangible. And the extremely high indicators and characteristics of market concentration and tension for the oligopoly structure of mobile operators can become the source material of the case study for analysts of the territorial administrations of the FAS RF. Continuing his article, the author pays special attention to the construction and testing of a statistical model for analyzing the revenue from advertising activity of oligopolistic quartet participants in the mobile communications market.

Abstract
The relevance of the study is justified by the fact that the transition from the planned and administrative system of management of human resources of enterprises has fundamentally changed the system of social and labor relations in enterprises. The article shows that the most significant changes are related to the remuneration of employees of enterprises. The author identified three main problematic areas of change —imperfections of the current legislative framework, which preserved a paternalistic approach to terminology in the field of remuneration, lack of state control and autonomy of management of enterprises in the field of development of remuneration systems, inability of employees to organize themselves and legitimately defend their rights. These factors constantly provoke labor conflicts and tensions in social and labor relations.

Abstract
Modern society is faced with the negative impact on the economies of population ageing, therefore there is an urgent need to develop a strategy for silver economy. A long-term strategy will help to avoid or to reduce the negative effects that are caused by population ageing, as well as to help to use opportunities that will have a positive effect on the development of the economy as a whole. One of the areas associated with the ageing population that needs to be developed is the labor market for the older workers. Due to increase of the retirement age as in Russia and as in other countries this topic is particularly relevant. Creating conditions of work, changing attitudes towards the elderly, their health, retraining, development of technologies that contribute to the improvement of the labor infrastructure are integral directions for strategic development. It is also necessary to pay attention to the specific vector of development of labor market, which is moving towards the automatization of technology and job cuts, which rather complicates the process of introducing the elderly to the labor market. All of the above areas should be considered when writing a long-term strategy for the development of a labor market for the elderly. The aim of the work is to identify existing trends in labor market for older workers in foreign countries and in Russia. The goal was achieved by analyzing international documents, scientific monographs, official data of state statistics of various countries, ministries of labor, health, internal affairs, and reports of international public organizations. The article discusses general demographic trends, the experience of using the labor potential of older people in Indonesia, Japan, the USA and Russia, reveals global strategic trends in the labor market for older people. The data reflect heterogeneity of attitudes towards older people in labor market in different countries. The rate of protection of elder from dismissal and discrimination is also multiple-valued. For the successful development of labor market and support of high quality of life, it is necessary to create a regulatory framework that will protect older employees, establish government policy and change the culture of perception of older people.
