This article explores the development and unification of international transport law. The author analyzes the development and unification of the shipping law, as it was appeared before the other areas of transport law. The paper discuses the exceptions from carriers liability and the monetary limits of carriers liability prescribed in unimodal transport conventions. The author came to the conclusions in this article about ways of improving the current transport law.

The article is devoted to the analysis of problems of the theory and practice of administrative legal proceedings in the Russian Federation and to prospects of its development. In it N. G. Salishcheva and V.D. Sorokin’s concepts significantly influenced the content of legal regulation of administrative justice are analysed. Gaps of the legislation and some problems of judicial enforcement which magistrates face by hearing of cases about administrative offenses are revealed.

The article focuses on the role of the media in the process of political socialization of young citizens of Russia. Based on the data of sociological surveys in different years, the authors analyze the degree of influence of the media on the minds of young people and estimate the factors affecting the absorption of media information.Also, there is an attempt to understand the limits of the influence of media. This article examines the relationship of processes of political socialization and political identity, and identify the direct and indirect impact of the media on these processes.

This article discusses the features of the evolution of legal regulation of e-voting in Russia. The article deals with the emergence of e-voting, the first experiments on its implementation in the Russian electoral practices. The author analyzed of legal acts in chronological order as they are adopted, given the legal assessment of the changing approaches of the Central Election Commission of the Russian Federation to the legal regulation of electronic voting depending on the success of experiments on its implementation in the electoral practices and the electoral process. Analyzed the concept of e-voting, including the historical perspective, especially refined understanding of e-voting in Russia in comparison with the international approach to the definition of the concept. Particular emphasis is placed on the fact that in Russia under the electronic voting refers to electronic voting at polling stations, and it is using electronic voting systems (KEG). Not an electronic voting ballot using complex processing of ballots (KOIB). Author was comprehensive studying of the state automated system “Elections” (GAS “Elections”), including the historical perspective, the basic part of the SAS “Elections”, not only in terms of their functional and technical purposes, but also in relation to the e-voting system. In the article was described the experiments on the introduction of remote electronic voting using different devices (CDs, electronic keys) within the practice of electronic surveys. Among the most interesting results of experiments on the introduction of remote e-voting has been an increase voter confidence in relation to electronic voting as to enhance their legal and information culture in this area. Particular attention is paid to the development prospects of e-voting in Russia in terms of the possibility of introducing e-voting in referendums, as well as the introduction of Internet voting. In conclusion was considered main mechanisms, trends and prospects for improving the regulatory framework of electronic voting, including in connection with technological innovations in the electoral process. Attention is paid to the prospects of upgrading the existing technological infrastructure for new long-term objectives.

The article is devoted procedures of management consulting in the process of developing a strategy for the region. Purpose - to show the stages of management consulting, which are based on specific management tools, group work major groups of influence on the process of developing the regional development strategy that provides a coordinated decisions on the formation of a strategic plan. The methods of group work with the inclusion of the situation analysis tools, forming a hierarchy of strategic objectives and determine the main content of the regional development strategy. The structure of the group work and the place of instruments for policy development in the three-day seminar. For the first day shows the use of analysis tools of the situation in terms of development factors and methods of analysis. The second day is represented by a combination of such groups as tools for constructing the table first iteration strategy, synergistic matrix, strategic configurator and tools to build the tree of strategic objectives. Noted that the third day of the stakeholder group provides strategy formulation and determination of its core content. The conclusions that for group work organized stakeholder management consultants allows you to develop a comprehensive and coherent solutions for strategic development of the region.

The article describes the current situation about support of the socio-economic development of backward Russian regions to reduce the differences between the regions. The authors show a lack of effectiveness of targeted funding programs developed on the basis of federal districts that combine regions according to the territorial principle. An approach proposes to specify the parameters of the state programs of regional development using artificial neural networks to analyze the socioeconomic situation in the regions. In the article there is an example of using self-organizing maps for the study of the quality of higher education in Russian regions for adjusting programs of the development of regions.

In this paper, based on the semantic analysis of different definitions of the term “energy supply” revealed its essential characteristics that by using four approaches (industry, cluster, and the territorial system) allow us to formulate a definition of “energy supply system in the region”.

The CIS member states are our nearest neighbors and traditionally have been principal trade partners of the Russian Federation. In the course of political and economic changes developing in the CIS member states new features and trends appear in the development of trade relations of these countries, problems and challenges of restoration of traditional and search for new forms of trade links. Developing changes require constant investigation of current event with the aim of defining the prospects of trade and economic cooperation, development of proposals for its upgrading, search for way to solve the issues. All this determines the thematic justification. The research focuses on trade and economic cooperation of the Russian Federation with CIS member states. The objective of the research is to develop proposals on measures and directions for deepening integration processes in the CIS. In accordance with the intended objective analysis of current state of trade and economic cooperation of the Russian Federation with the CIS member states was carried out. In order to assess integration processes on the micro level, integration indices of merchandise trade were measured: importance factors of mutual trade flows, level of openness of the CIS economies regarding the Russian Federation, Grubel - Lloyd Index which allows to measure the level of intraindustry trade of Russia with the CIS member states. Conducted analyses demonstrated that the CIS member states are lacking developed intraindustry cooperation links which are the basis of integration process. The CIS member states complement each other on the intra-industry level which reflects in the structure of mutual trade. Dominance of fuel and resource goods, which strongly depend on the global market conditions, in the Russian trade turnover with the CIS member states does not lead to close links between national economies. By applying complex analyses method of the current state of trade and economic cooperation between the RF and the CIS member states principal directions of improvement of interstate economic cooperation were determined.

Polling techniques allowed to reveal a condition of spiritual and patriotic values, civil identity at students of NWIM. The article presents the results of sociological research of the dynamics of the positions of youth for the period 2012-14 on a number of significant issues such as the degree of satisfaction with various aspects of life, assessment of social opportunities in the realization of its interests, its views on the prospects for study, work, profession and place of residence, as well as assessment of local authorities and their help in solving youth problems.

The article focuses on the specific issues of the formation of public opinion on the 2014 Winter Olympic Games in Sochi, Russia. The authors consider the problem of reproduction of informational discourses of a global sport event on the local level. The article analyzes how global perceptions can influence individual knowledge and individual knowledge can form national public opinion. The authors utilize the community studies approach to define four types of communities, which depend on various border types and communication methods. The empirical data used in the article include the results of interviews of local Russian population groups in the North-West Federal District of the Russian Federation in January-February 2014. The authors come to the conclusion that a community type can affect individuals’ perceptions of global events on the local level and communication instruments determine effects of belonging of community members to global processes.

This article focuses on the media participation in the racism reproduction process and construction of bipolar «black-white» reality. There are problems in Russia and other countries like USA with two main kinds of racism: straight and institutionalized, deeply rooting that based on fear, prejudices and feeling of racial superiority. Media treat some events in racism discourse way of thinking purposefully. Publications accentuate public attention on ethnicity of conflict participants which apply to ethnic minority groups and characterize them only as threatening and deviant persons. When media make this, an impression will arise that this deviance exists independently from economical, political, social problems. Review of Ferguson’s and Manejnaya square’s riots demonstrates that each side of conflict think that all guilty lay on its opposite side and media totally represent this point of view. Social reality is objective, but media form their own reality that reflect someone’s interests, for example, interests of parties, lobbies, individuals, groups and so on. Racism permeates all our social pores. Currently «racism without racists» is a special thorn in our society’s body and it implies an indirect discrimination, for instance, employer can find many legally justifie d reasons for not to hire a member of certain nationality.

In article are considered understanding of the nature of economic activity peculiar to the Russian philosophy. The main attention is concentrated on the idea of the spiritual bases of economic process which is put forward by the Russian philosophers, the critic by them absolutizations of the “economic person” understood in the spirit of rationalism, its separation from integrity of life as the subject of culture. Development of idea of the spiritual foundations of economy was carried out by V. S. Solovyov believing that the person is based not on rational calculation, but aspiration to the benefit. In article denial by the philosopher of economic laws and his statement is analyzed that the only law to which the person submits, the moral law is. According to philosophy of economy of S. N. Bulgakov the spiritual nature of economic activity is a consequence of its conditionality integrity of culture which itself has an economic basis, i. e. develops thanks to economic interaction with surrounding reality. In the light of such approach the anthropological perspective is of particular importance. Bulgakov arrives at idea according to which every era has the type of “the economic person” which features aren’t “reflex” of the economic relations, and are caused by all spirit of economy, i. e. integrity of culture. For the Russian philosophy the specific understanding of the Supreme purpose of economic activity is peculiar. As that in it the nature hominifying in space scale is considered. For Solovyov the hominifying is a spiritualizing of the nature, for Bulgakov - the movement in the direction of a life celebration. In article attempt to correlate representations of the Russian philosophers to those processes which happen in modern economy and some ideas on a wire of these processes existing in philosophical and economic thought of our time becomes.

Positive image of public service and civil servants formation is long and complex process. This requires some knowledge. How is perceived public service by society? How overcome the alienation of citizens from the state apparatus? What are the measures for positioning the civil service undertaken by developed countries? PR-technology perform a special role in positive image of public service formation. PR-technology able to change the neutral-negative evaluation of the state apparatus at the respect. The selection of used in this area PR-technologies, elements of the future image is based on public opinion. Mass-media as a key technology should promulgate integrity, honesty and openness of civil servants. Authorities need to establish an effective mechanism of interaction with the public: openly, constructively and timely deliver decisions, provide reports, update the information on his web-site, realize the events to emphasize the professionalism of government departments, exercise high ethical values of public service. Planned and systematic work with the public, regular PR-events, credibility, transparency and completeness of information, as well as the position of the audience and public opinion respect should be the main mechanism at image of public service formation.
