Abstract
Regional policy in Russia is constantly evolving. In 2014 and the first quarter of 2015 the President and the Government almost completely rebuilt the system of regional development governing. System of territorial ministries (Ministry of Crimea, Ministry of the North Caucasus, Ministry of Development of the Far East) is new direction in regional governing area. However, this idea has obvious historical analogies. Kazan and Siberian orders were aimed at solving the same tasks and had a decent experience of their implementation. The concept of «territories of special development» is a theoretical and methodological basis of the new concept of regional development. Effective regional policy in 2015 is a condition for an adequate response to internal and external challenges Russia is facing.

Abstract
The most important conditions of ensuring national security of Russia stated in “Strategy of National Security of the Russian Federation till 2020” are strategic national priorities by which problems of the major transformations for realization of constitutional civil rights and liberties, implementation of a sustainable development of the country, preservation of territorial integrity and the sovereignty of the state are defined. Due to the adoption in 2014 of the law “About Strategic Planning in the Russian Federation” there was basis for development of the new document of strategic planning of federal level - the “Strategy of Spatial Development of the Russian Federation” defining priorities, the purposes and problems of regional development and directed on maintenance of stability of system of moving in the territory of the country. The law will allow overcoming the being available dissociation of strategic, territorial, ecological and sector planning, transport, power and production construction leading to the inefficient, spatial organization of the country - first of all due to increase of complexity of development of documents of strategic and territorial planning, strengthening of a role of the state in this process. This law is an innovation in the sphere of public administration, with its acceptance there is a new format of decisions on management of regional development, which simply did not exist earlier. Research of basic territorial characteristics for a sustainable development of Russia demands to look in a new way at the federal district and to consider it as the macroregion of the Russian Federation with the principles of planning and management of development. The law is the basis for development of essentially new document of strategic planning of federal level - “Strategy of Social and Economic Development of Macroregions”. They gain key value of the complex, interconnected document - carry out a role of “regulator” in concrete territories of the federal spatial purposes, interests and restrictions, branch interests, interests of regions, the state corporations and the state companies. Proceeding from the above, is offered to give to federal districts the status of macroregions and to bring into the legal sphere already developed for them Strategies, which demands serious scientific justifications . Development of the mechanism of planning and management of them , will demand the solution of one more fundamental issue - about territorial planning of the federal district, as most important part of strategy of its development. The complex of the scientific researches devoted to the federal district is offered to be executed on the example of the North-West region which in many respects is representative model of Russia therefore it can be offered as object of research.

The scientific novelty of the author’s approach is that foresight is regarded as a technology development and monitoring the implementation of the most important documents of strategic planning of urban development. The theoretical basis of the methodology defined by the concept of creative foresight of the city and smart city, allowing to characterize the urban space from the point of view of building a post-industrial development. Abstract
The Russian Federation differs in a considerable variety of regional conditions that generates differentiation of territories on indicators of social and economic development. These distinctions demand the account in strategy of development of subjects of federation and municipalities. At the same time, all these strategies have to be directed on achievement of the general reference point - improvement of quality and a standard of life of the population. The comparative analysis of the strategic documents developed and accepted at the level of territories showed that this reference point is not always accurately designated as the priority. It sets the direction of further development of the theory and practice of strategic management of territorial development in the country.

Abstract
The article deals with the use of the economics of quality tools - standardization, metrology, quality management - for increase of development stability of the territories. The activity of the International Technical committee ISO/TC 268 and national Technical committee 115 is considered. The draft of the international ISO 37101 standard is considered as an example. Distribution of quality management methods in the world, in our country and their application for increase of development stability of territories is considered as well. The purposes and tasks of the UNESCO new chair “Sustainable development of territories and ensuring the quality of people’s life” being established at the Peter the Great St.Petersburg Polytechnic University are briefly revealed.

Abstract
The article analyzes the point of view of the existence of two administrative bodies in an administrative center of a municipal district, formed in the course of the reform of local government. Common arguments of critics of activities of separate administrations of urban settlements and the municipal district in the administrative center of the district are provided. A hypothesis on the feasibility and relevance of creation of a united administration in monocentric areas is considered. The thesis of the decisive role of the existing structure of local political elites on the issue of the transition to a unified model of the administration or in maintaining two separate executive and administrative bodies is proposed.

Abstract
Project communication and collaboration is a crucial activity that makes or breaks a project. And thus the territorial development today cannot do without a new generation of projects that embody the real needs of residents and visitors. Excellent technical skills and intuition may be insufficient to drive performance if not accompanied by appropriate levels of interpersonal interaction within project groups. Evidently that Global participation platforms and social networks like Facebook, LinkedIn and others and a mass of local blogs and web communities are an important source for next generation of project managers. How these new technologies will impact organizations, however, is not entirely clear. Therefore, it represents an important field for information systems research. This paper presents a survey study of the intrusion of social media in project management. We investigate some basic questions such as the possibilities, dangers, and limits (e. g. legal or ethical) of using social media services in project management. Also we analyzed the existed approaches that can serve as a start point for the successful and efficient implementation of such services. Ours results indicate that social media analysis can serve as an improvement tool for project management of territory development to reduce the product development time and associated cost through the implementation of social network analysis
