Abstract
The article deals with the Russian state policy in the sphere of ensuring the quality and safety of medical activity, medical care standardization system, analyzes the practice of application and the nature of Russia’s health care standards. Methodology of research supports the comparative analysis of the current regulatory and methodological base in the Russian healthcare. The authors stated that currently in Russia is not developed a unified methodology of health care quality management, which would fully cover all of its aspects and would be applicable at all levels of care. According to the results of the study predicted a possible increase in the legal segment of the Russian market of medical services by improving public administration and the adoption of new, more effective regulatory documents in the fiel d o f publi c health.

Abstract
The article is devoted to consideration of problems of formation in Russia of program budgeting in which development the negative tendency of absolutization of program financing when the budgetary expenses «squeeze» into program expenses was outlined, and budgets of the country, regions, municipalities can turn into set of budgets, respectively, the state, regional and municipal programs. The idea of the program budget can be as a result discredited. Not to allow it, it is necessary to divide accurately program and operating costs, to differentiate the budgetary expenses on financing of the current activity and on financing of programs.

Abstract
The article deals with theoretical approaches management of the development of tourist and recreational areas as well as practical examples of management in Russia as the best management practices in this area. The article shows the profound integration of the industry of tourism and recreation in the socio-economic system of the region and proved the impossibility of managing the development of tourism and recreation separately from the overall strategy and management of socio-economic development of the territory. The concept of tourist-recreational potential of a region is formulated within the framework of system approach. A cluster approach and peculiarities of cluster policy in tourism and recreation are considered. The authors pay attention to the need to integrate the management of the development of tourism and recreation, and the formation of appropriate administrative and management structures, the general principles of managing complex systems theory. In addition, it analyzes the experiences of several Russian regions, demonstrating experience of effective implementation of their tourism potential.

Abstract
The paper estimates the prospects of the development of modern tourist destination in St. Petersburg. Methodology assessment served as a well-known tool in strategic management the SWOT-analysis. The analysis identified the strengths and weaknesses of the tourist destination of St. Petersburg, its opportunities and threats. The strong points include a unique cultural authenticity of St. Petersburg related to the high concentration of objects of the world cultural heritage, as well as the creation of new cultural and entertainment facilities and events. The weak sides of St. Petersburg as a tourist center is - complicated visa procedures, underdeveloped tourist infrastructure of the city, the high cost of tourism services, poor promotion of the tourism brand of Saint-Petersburg in Europe, America and Asia, the low level of hotel service, the deficit and high cost locations tourist accommodation. The continued sanctions pressure on Russia from Western countries, reducing the value of the architectural appearance of the city as a result of the loss of the monuments, the sealing of building, implementing major projects, changing views of the historic center and the concentration in St. Petersburg in the high season of administrative and conventions created for tourists uncomfortable conditions form a threat to the development of the tourist destination of St. Petersburg. In turn, the devaluation of the ruble and the associated reduction in the cost of the tourist product in foreign currency and the reorientation of the Russian outbound travel to the inner form of the possibility of a tourist destination of St. Petersburg. Following an article in the SWOT-analysis were formulated management recommendations focused on the subject of management of St. Petersburg tourist complex - the authorized bodies of executive power of St. Petersburg.

Abstract
This article describes technological business incubator’s function and activity, goals and objectives. Specially noted are various services that providing to the residents of St. Petersburg technological business-incubator. In addition, this article reports about the case of selecting small enterprises for incubation. The methodology of the research is a comparative analysis of compliance of the current normative and methodical base the culture of a business incubator. According to the results of the conducted research the conclusion about the effectiveness of the First city business incubator as object of infrastructure of state support of entrepreneurship. As a conclusion, developed series of recommendations aimed to improve business incubator effectiveness. These recommendations will lead to improving performance assessment of the business incubator managing company.

Abstract
In the article new approaches to information support of innovative activity of the enterprise in questions of formation and updating of databases of technical information, getting of information, competitive fight and an assessment of a demand of own scientific results are proved. Abstract
The article discusses the conditions of effective communication, the key social and cultural process of society. On the basis of sociological survey among youth made in the social networks, the authors show modern trends of communication. The study draws on identity theory, cultural study, theory of consumption and motivation, as well as on psychoanalysis. The authors come to the conclusion that the appeal to a permanent process of identity-building by audiences is a prerequisite for the effectiveness of communication. Described structures, schemas, communication strategies allow to optimize communication, to come to a satisfactory and desirable results for both the communicator and the recipient.

Abstract
The article analyzes the state policy in the field of patriotic education. Particular attention is paid to the program approach and the justification of the need to include the practice of patriotic education in nation-building and civic education. The authors consider theoretical bases of patriotic education and conducted a retrospective analysis of the state policy in the field of patriotic education in the USSR and Russia. The analysis of targets and scorecards of the last three state programs of patriotic education of citizens of the Russian Federation leads to the conclusion that they have a mismatch targets and tools to achieve the goal. Latitude expected results covering the economic, political and social spheres, while specific measures are reduced, in most cases, to the military-patriotic work with schoolchildren and young people. This determines the importance and responsibility of regional youth social policy in the system of patriotic education in the Russian Federation and leads to the necessity to continuously improve the regulatory framework, to develop new mechanisms and improve the effectiveness of interventions. Program approach is considered as a basis of formation of system of patriotic education in St. Petersburg. The authors emphasize that the integration of patriotic education in a program to provide the public consent is a marker of a comprehensive transformation in this area. It is no longer about patriotic education per se, as it was in the previous Soviet and Russian tradition, but a more complex formation of patriotism in the context of national and civic identity. This is reflected in including in a variety of activities aimed at the development of civil and patriotic education of citizens in St. Petersburg system, as well as high values of indicators of the program.

Authors consider professional career of the journalist in close interrelation with creative selfrealization of the personality - with development its communicative, mental and literary abilities based on which the professional destiny and career is built. Relevance of research. Today the modern media culture exerts serious large-scale and sign impact on ways and forms of giving of news in mass media. Under the influence of technology factors, the new system of functioning of mass media, which has allowed modern generation of journalists to come to essentially new level of the professional development, was created. For this reason in the field of research attention, there were questions, coherent with the journalist of new technologies and methods of his work. Relevance of a problem and the practical importance have defined the purpose and problems of scientific research, its internal logic and structure. Object of research - the professional, communicative, intellectual and creative skills, knowledge and abilities exerting impact on the qualification growth of the young journalist. The purpose of scientific research is detection of the main requirements imposed to the graduate of journalism faculty, multimedia mass media. Implementation of this purpose assumed the solution of the following tasks: 1. To reveal the professional, communicative, intellectual and creative skills, knowledge and abilities exerting influence the qualification growth of the youn g journalist. 2. To disclose specifics of work of the modern journalist from the point of view of genre specialization. The principles of the structural, system and complex analysis act as a methodological basis of scientific research. In the course of work authors used formal and logical, substantial and logical methods and general scientific (the analysis, synthesis, induction, deduction) methods. The practical importance of work is that the requirements considered in research imposed to the graduate of journalism faculty, multimedia mass media would allow raising quality of training of the experts who are trained in «journalism».

Abstract
The article gives a description of the term «quality of life» and its indicators. The article presents the existing legislation concerning people’s quality of life as one of the priorities of the state. The article considers target areas of Strategy-2030 of economic and social development of St. Petersburg, and in particular the improvement of the urban environment as one of the most important factors determining the well-being of the city. Urgency of the problem is shown on example of the Vasileostrovsky district, and the article identify measures to improve the quality of the urban environment, allowing to achieve a result, indirectly improve the quality of life of the district’s population.

Objective: The paper attempts to link the concepts of Learning Organizations and Organizations culture with Universities within a cross-cutural perspective. Methods: After a review of literature of Learning Organizations, the author provides insight of Organizational culture definitions and attempts to analyses the challenges of cross-cultural studies for those organizations. Results: The review showed that learning organizations have been successful in implanting change. Because each University has a unique profile an ad-hoc cross-cultural analysis is needed. Conclusions/Recommendations: The debate whether Universities are learning organizations is still open. Yet, in order to become accomplished learning organizations, they should take into account their cross-cultural challenges

Today the younger generation is in a stage of the formation and development of new sociopolitical roles. Transformations socio-political the practician complicates definition by young citizens of the of a social role and political positions that can’t but affect their political participation and behavior. Today most of experts come to opinion that youth send the activity to socio-political life of the Russian society - in policy, in elections, in local activity less and less. Thus that young people in the majority are interested today in life of society, they aren’t its active participants. They more likely only observers who perfectly understand requirements imposed to them by society, but don’t share those positions and the directions which are offered them today. In this connection the state and institutes of civil society will be always faced by tasks of the organization of effective transfer of experience to the younger generation, optimum inclusion of youth in social and political processes, creation of optimum conditions for self-realization of the young personality.

Abstract
The article emphasizes that at the present stage of the Collective Security Treaty Organization (CSTO) is considered as the main interstate instrument to confront regional challenges and threats of military-political and military-strategic nature. It is stated that the participation of the CSTO member states, including the Republic of Belarus, in this integration association is in their national interests, promotes credibility in the international arena. It is noted that in the framework of countering non-military threats to the CSTO parliamentary dialogue may be regarded as the most important instrument and at the same time as an efficient mechanism to achieve the intended purpose . In this situation, the role of increases markedly as the Organization itself and its Parliamentary Assembly, as an effective instrument of “soft power” of the CSTO.
