Abstract

The absence within the framework of targeted programs (state, local) of a project mechanism defining the final product, the timing of its achievement using the established framework of budget financing, washes out the essence of these programs. Often they are formal and their implementation is reduced to the implementation of “measures”, the feasibility of which is notobvious. And complex interdepartmental projects often “slip” due to the lack of proper level and quality of communications in its implementation by reason the project manager privation with parts of authority.

Apparently, the implementation of the project approach in local government bodies is even more relevant, where the result of the work is assessed not only by higher authorities and controlling bodies but also by real inhabitants. Our paper considers the main features of applying the project management principles in the executive bodies of public management and the required competencies of the project office head, key roles and functions office employees when implementing the project approach..

The analysis carried out by the authors in many respects of the pioneering practice of the Leningrad Region made it possible to identify the main problems of the project management implementation and ways of overcoming them for the subjects of theRussian Federation, the necessary personal and managerial competencies of personnel involved in project management. The implementation of a large-scale digital technological transformation developed in a single federal center for modern services will allow optimizing the timing of the project task solutions, as was shown

Abstract
The subject of the presented research is the transformation of political leader’s authority inside the global network society in modern democracy. Scientifi works and studies based on introduction of some analogies from quantum physics into political science are overviewed in the article. The main purpose of such analogies is to improve the quality of political processes analysis and policy predictions. The term “quantum democracy” is used by the authors in relation to the crisis of democracy, noting the high degree of elitism of modern politics. The waves of globalization are destroying traditional social and political institutions faster than new power structures responsible for an effective policy decisions formed in specifi  countries. Abstract

The article continuous a presentation of an author’s view on the prerequisites and difficulties of finding methodological grounds for investigating the problem of deploying the political potential of local power in modernRussia. The text of the publication it is shown how the spontaneous accumulation of the political potential of local self-government in modern conditions can be beyond the regulatory management impact of state authorities and management, and in this connection, the thesis is based on the inadequacy of modern ways of recording and controlling the conditions and results of the activities of the generative centers of democratic democracy in the local scale. The regional aspect of the problem is revealed in the light of new trends in the interpretation of problems of regional development by the Russian federal authorities. An attempt was made to substantiate a number of preliminary conclusions about the proposed research program on explication of the problem of local government management and the potential of state government regulatory impacts, as well as outlined promising areas for further study of the identified by author main problematic issues.

Abstract

The article attempts to conceptualize the notion of “hybrid warfare”, popular in modern political science and philosophy, through analyzing the theories of Frank Hoffman, Michael Hardt and Antonio Negri, and Carl Schmitt. In response to the debates over the appropriateness of using the term “hybrid warfare” and attempts to attribute the quality of “hybridity” to all wars in the history of mankind, the author suggests legitimizing the concept of “hybrid warfare” in relation to the military conflicts of our age. The author proposes that the following elements give the war the quality of hybridity: asymmetry in the use of military and information attacks, transition of warfare from a battlefield to the symbolic order and the large scale of participation of network guerrillas.

The article is devoted to the necessity of clarifying basic definitions accepted in our modern political science, such as «politics», «culture», «political culture», «civil society», «civic culture»and others. The author argues that this clarification of concepts may be useful in the formation of a new Russian political science, which would take into account specific national features of the past and present development of the country. The present piece is meant to be the first of a series of articles by the same author in whom she intends to further develop the discussion on the object, concepts and methods of Russian political science.

Abstract

The purpose of the article is to consider the features and feasibility of the formation of a tourist water cluster in St. Petersburg, in particular, it is determined that the creation of clusters increases the tourist attractiveness of the region in the international arena, and also contributes to the development of domestic and inbound tourism, which is very important for the economy and the world status of our country.

Methods. The main provisions for the formation of the main components of the tourism water cluster ofSt. Petersburg, the main role in this process is assigned to travel agencies, the dominant function of which is to provide basic tourist services for the placement, nutrition, transportation and entertainment of the consumer-tourist.

Results. An algorithm for the formation of a water tourism cluster in St. Petersburg is proposed, which includes five stages: identification of the main competitive advantages of the city; allocation of places with existing tourist routes and designation them as General; identification of suitable components of the cluster structure in practice; allocation of the Protocol cluster; allocation of the dominant object in the Protocol cluster; work on ensuring uninterrupted interaction and cooperation of all components of the cluster; interaction with public authorities.

Summary. For the development of the tourism industry of St. Petersburg it is necessary to organize modern forms of interaction of enterprises of different sizes and shapes with the state, the construction of a water tourism cluster, forms, components and provisions for the effective functioning of which are developed in the article.

Abstract

The growth of environmental pollution especially in big cities dictates the need to search for the reasons of this trend, most of which refer to the economic sphere. The aim of this work is not only to describe the state of environment in Russian cities with the population of 100 thousand inhabitants and more, but also to reveal the main economic factors that influence on the intensity of their environmental pollution. The ecological and economic analysis of Russian cities, fulfilled in this work, helped to identify the most unfavourable of them in terms of the level of environmental impact. The low quality of environment in these cities is largely due to natural and climatic conditions (bad conditions for contaminants dispersion) and specifics of their economic development: functioning of large industrial enterprises of ferrous and non-ferrous metallurgy, petro chemistry, construction industry. The conclusion is that to improve the environmental quality in these cities comprehensive social, environmental and economic solutions are required.

Abstract

The Great Divergence, namely the divergence in per capita GDP between the first and the third worlds, started around 1820 and continued at an accelerated pace during the next half of the 19th century and at a slower pace in the 20th century. Divergence of the West was primarily associated with a technological breakthrough and economic development that led to higher labor productivity and GDP per capita. However, in the late 1980s the Great Convergence, which implied substantial advance of economic growth rates of developed West by developing countries of the third world, replaced the Great Divergence. Great Divergence was due to the improving of education and public health systems, in other words, to human capital development. There is a bulk of literature focusing on convergence or divergence of various countries. The purpose of this article is to study these factors by the means of review and systematization of relevant literature. Authors briefly analyze theoretical and empirical studies describing drivers of convergence and divergence in the global economy. They also consider statistical data on world regions for the period since 1960 until present days to justify conclusions. The article concludes that there are quite a large number of works devoted to the analysis of factors explaining the divergence or convergence trends in the world. This review is useful in terms of understanding current trends in the world economy, as well as developing scenarios of its development in the future.

Abstract

This article contains reflections of the author about two essentially different approaches by the ways of historical social development: liberal and socialist, each of which has provided social progress on a certain interval of time, at the same time, in process of realization and in different degree, each of them was deadlock. The author claims that without consideration of features and specific conditions of historical development of the countries, instilment of the way of social development, brings eventually to the deadlock. The author believes that only following to the natural course of social development of the concrete countries, without his artificial acceleration and taking into account positive experience what offers concrete way, the social progress of the concrete country and state can be provided.

Abstract

The article deals with the historical aspect of the formation, formation and development in the RSFSR/USSR of constructive thought and views on the combat use of the Red Army battalion artillery in the 1920–1930s. Attention is focused on the factors that influence the adoption by government and military authorities of specific measures aimed at developing artillery samples of small calibers, the introduction of battalion artillery into batch production and its acceptance into service in the Red Army. It is noted that military-scientific thought in the 1920–1930s contributed immensely to the development of military theory. Its Soviet political and military elite carried out a complex of measures to strengthen the country’s defense capability, including carrying out the modernization of the standard armament and military equipment, and simultaneously developing new models on the basis of domestic production, which enabled the Red Army to achieve high results in armed conflicts 30th years of XX century.

This study describes the necessity of strategy’s creation of the food market within the programs of import substitution and resource-saving program.

Aim. Show the need to create a strategy for the food market within the programs of importsubstituting and resource-saving programs.

Tasks. Analyze the factors that determine the need to formulate a strategy for the development of the food industry within the framework of import substitution and resource-saving programs

Methods. The methodological framework used includes general scientific  methods, legislative acts by theRussian Federation, developed federal and targeted programs of theRussian Federation.

Results. The factors the need to formulate food market strategy have been identified Considered the current federal and targeted programs implemented in recent years inRussia. The proposals on the formation of the strategy for the development of the food market have been developed. In particular, it should be developed within the framework of a resource-saving program, with mandatory OTSW analysis.

Abstract

The author has set as his goal the identification of significant political features in state corporate structures reflecting the existing model of state corporatism in the political space ofRussia. The author considers such factors as the state character of corporate structures, the elitist nature of corporate structures, the solution of political tasks and the provision of power, the low efficiency of activities, and the influence of these factors on the transformation of relations in the political space between senior officials and representatives of corporate structures.

Abstract

Historical and cultural heritage ofSt. Petersburgis the most important constituent of socio-economic and spiritual potential of the city. Present institutions are not able to prevent negative damaging of the cultural heritage sites trend. Public organizations and patrons of art are not given enough attention.

The article describes some features of government policies on preservation of cultural heritage sites. The problems of developing political and legal mechanisms for regulating the preservation and development of the historical and cultural heritage ofSt. Petersburghave been identified and the town-planning factor in the system of cultural heritage protection has been analyzed. According to the results of the detected problems, recommendations aimed at the improving the protection system for historical and cultural monuments ofSt. Petersburgwere formulated. The development of the cultural heritage protection system can be promoted by an integrated approach, built on the interaction of social, economic, urban and political structures.

Abstract

The aim of the article is to determine the objective trends directly and indirectly influencing the development of the rabbit industry at the global and national levels. This research was carried out in accordance with the methodology of the general theory of strategy developed by Vladimir Kvint. The main methods for analyzing the identified trends are based on statistical and econometric methods. In the process of analysis at the global level, the following trends are noted: the growing deficit in the consumption of dietary products, the conduct of activities by public organizations (UN) to improve the quality of nutrition, the growing interest of the population in a healthy diet, a healthy lifestyle. At the national level, the identified trends have been confirmed. The existing trends define stable prospects in the field of rabbit industry development.

Abstract

The aim of the article is to study methodological and theoretical approaches and identify the causes of the disproportion. In the course of research on the containment of literature, the degree of elaboration of problems of uneven development of regions is analyzed. Statistical methods for analyzing the main indicators of the level of social and economic development of regions are also used. The role of strategic competitive advantages in the development of the region is analyzed. InRussiathere is a strong economic and social differentiation of the subjects of the federation, the level of development of the region depends on the heredity of the economic conjuncture and competitive advantages. A strategic classification of regions is carried out according to the degree of realization of competitive advantages.

Abstract

The article is focused specially on the technological aspect of the safety of information. Insecurity of using the global network Internet as a main instrument for data transmission is also pointed. The idea of using the local network data transmission is taken into account as an alternative. The usage of locals networks for the transmission of non-public information excepts the possibility of an unauthorized access. The principles of construction of the data transmit local networks, its problems and the ways of its modernization for providing the fast and resilient transmission have been analyzed as well.
