Abstract
The world has entered the era of postmodernism, which is characterized by social, economic and political changes in society. Under these conditions, on the one hand, the role of women in public administration increases, and on the other hand, the value orientations of public servants change. However, today the highest state authority biased gender inequality exists, which can lead to poor governance. The purpose of this research is to identify the differences in the value orientations of civil servants on the basis of gender. We use a questionnaire in order to identify the gender dimension of value orientations of civil servants which based on the theory of J. Nalbandian of the division values of civil servants on the political and administrative values. A questionnaire survey was conducted among municipal officials of the two districts of St. Petersburg. The survey involved 49 women and 23 men. The findings reveal that women consisting in the municipal service, to a greater extent inherent administrative value orientations. Men in their work are guided by not only administrative, but also political value orientations. The differences in the value orientations of civil servants of women and men underscore the importance of the participation of both sexes at all levels of public authorities.

Abstract
The article is devoted to the formation of a conceptual field of the «state identity» concept, which, in contrast to the concepts of «national identity» and «civic identity» is not common in Russian social and political science. The processes of globalization, informatization, virtualization in the situation of modernity suggest the significant transformations in the relations between the authorities and society, the essence of which is to change the historically distribution functions, reconfiguring powerful field of innovation processes linking social control mechanisms with spontaneous self-regulation.

Abstract
For two recent decades capital outflow poses a serious threat to the economic security of Russia. The proceeds of corruption are withdrawn from circulation and hidden in foreign countries hindering our state from developing properly and improving living standards of the people. The volume of withdrawn assets is immense and according to various estimates amounts to of US$ 1 trillion for two decades. The State should not only halt illegal capital outflow from the national economy but also recover the assets already hidden in foreign jurisdictions. The article provides a brief analysis of the asset recovery from abroad, describes ways and methods the law enforcement and other state authorities use to identify and repatriate assets. It also comes to a conclusion that the state economic security system is to be improved in the concerned area.

Abstract
The article contains methodical aspect of the analyses, concerned with the building so-called the «Third index scheme» on the B. Varzar’s ideology for the case of the two and three factorial multiplicative models. This question of the course “Statistic” always represents well-known difficulties for understanding by the students. Also the author produces graphic interpretation of the 2D and 3D diagrams and substantive commentary on the output of statistical factor’s dismemberment of economic phenomenon. Built index allows to measure the structural changes in the rate of cost inflation.

Abstract
The nonlinearity of social development presupposes a plurality of meanings and paths of the future. For good governance is necessary to determine the full range of factors that can cause change in the direction of flow of social processes. One of these factors in a globalized society becomes the character of relationships between women and men. In world practice there are four different approaches to gender issues. The first two can be defined as traditional , the latter two as innovative. Their innovativeness is related to the revision of attitudes towards gender as invariable and biological. Gender competence of the officials becomes a guarantee of real and effective administrative impact on gender relations. Only in this case the human potential of men and women can be used for the development of society. The modern Russian gender policies can be described as a return to the past. There is a return to the patriarchal family values, actualization of the traditional roles of women and men in the public mind, the use of traditional administrative methods of solving the gender issues. The factors that determined this state of affairs can be combined into four groups: underestimation of the social component of economic development, the desire to dissociate itself from the western (European) values as irrelevant to the Russian mentality, the absence in the public mind a clear idea of gender equality, a change of generations in the Russian gender studies and women’s movement.

Abstract
In an article from the perspective of the sociology of risk, we investigate the phenomenon of socialization as a process of socialization of the risks in a particular scale business structure - the business community with a high risk-taking (corporation, company). The role of management in the formation of the socialization of preventive management of organizational factors risk-taking. The notion of «risk-based socialization» as a factor of precautionary management processes, defines the basic aims and methods of risk-oriented socialization and its internal agents and requirements for their competence.

Abstract
The article deals with legal and normative requirements for energy conservation and increasing of energy efficiency in the sphere of the Russian economy. We notes a number of problems: low rates of major repairs of residential buildings, contradictory in a field of normative basis in the design, construction and maintenance of buildings and structures, lack of funds in the regions, absence of the executive’s motivation. These problems lead to a waste of energy resources and, as a consequence, reduce the efficiency of the Russian economy. The statutory mandatory energy audit was carried out in about half of the total number of objects, and the introduction of effective energy-saving measures affected a minor amount . Control and supervisory bodies in the face of The Russian Agency for Atomic, Technologic and Ecologic Supervision, regional committees on energy and other structures didn’t use adequate penalties against those who didn’t have fulfilled the legal requirements. Ministry for Regional Development (in the period of its activity) did not determine a base for indicating of energy efficiency’ s classes for residential buildings . There is no funding mechanism for energy efficiency measures in the regions ; there is practically no funding from extra-budgetary sources. One of the reasons of this situation is the lack of stimulating factors (tax cuts, soft loans, reduced rents, partial compensation of the cost for energy efficiency improvements). Energy-service contracts are not implemented for the same reason. Insufficient activity takes place in the field of introduction of new technologies and equipment with low power consumption, there are not created the demonstration zones with high energy efficiency. On the base of analysis the author proposes a scheme for development and inculcationreal energysaving measures in the region. The important point of it is to identify, large energy consumers and electricity and heating plants on the regional or municipal level. These factories should be subjected mandatory energy audits. The next step should be the preparation of a program to improve energy efficiency and the gradual implementation of it by own or borrowed funds. Particular attention should be paid to the housing sector, where there are the most significant losses of energy and form arbitrary tariffs for businesses and households.

Abstract
In article views of the Russian thinkers, representatives of philosophy of unity, on the nature of a human corporality are analyzed. Unlike the classical Christian tradition opposing a body as a sin source, to spirit, the Russian philosophers prove the principle of spiritual-corporal unity, need of release of a body from the status of the exclusive carrier of sinfulness which is first of all a spirit illness. The analysis of views of the Russian thinkers showed that they see a body as some kind of substance of the inclinations and passions peculiar to the person, and don’t consider heterogeneity and internal discrepancy of a human corporality. These lines find the specific expression within concrete culture, according to a corporal canon peculiar to this culture. Views of the Russian thinkers are opposite to installations of a postmodernism according to which the body acts as the sphere of game existence and experiment, as some iconic design answering group, conventionally defined values. Follows from ideas of the Russian philosophers that the corporality represents the condition of completeness of human life, which is in deep communication with the sphere of spirit. The Russian philosophy focuses on creative search of those forms of development and spiritual filling of a corporality which would correspond to spirit of culture and the purposes of an eminence of the human person.

Abstract
The article is devoted to the Robert Peel’s pre-election speeches in Tamworth in 1834 and 1841. Particular attention is paid to the situation in the government and in the ranks of the Tories before the first Robert Peel’s premiership. Background of Tamworth manifests traced from the appearance of the term «conservative» in 1830. Despite the fact that the narrative is built around the Tamworth manifests, the keynote of this paper is the effect of the first parliamentary reform of 1832 . An interesting point of view is that Tamworth manifesto of 1834 was the result of the first parliamentary reform of 1832, a reaction to what happened and a glance into the future. The article describes the different points of view of historians on the Tamworth manifesto of 1834 and its role in the process of creation of the Conservative Party. Attention of authors focused on describing of the new party principles formation, in historiography called the «new conservatism». The authors showed how historians value the impact of public opinion on policy in 1830-1840-ies England. The article gives the opportunity to get acquainted with the most important apprisals of the Tamworth manifest’s role in the creation of the Conservative Party and the consolidation of conservative forces in the country. It is clear that in time, there was a review of the personal contribution of Robert Peel in these processes. Authors come to the conclusion that Tamworth manifesto of 1834 is significant, especially as the first national electoral appeal, and by the Tamworth manifesto of 1841 Robert Peel has secured the title of «founder» of the Conservative party.

Abstract
The article is based on an interdisciplinary analysis of one of the most important categories of social science knowledge - trust. Paying tribute to the confidence in the interpretation of psychological and sociological paradigm, the author focused on political science aspect of the interpretation of the category of trust. The article describes the use of the category of trust in political analysis. The author aims to put the definition of political science research tasks, which is built on the studied categories. The paper stated that the credibility of the government gives it greater resources to the implementation of these policies. Confidence is directly incorporated into the mechanism of legitimation of power, forming a social base of maintaining the institutions of power. Confidence should be characterized as one of the factors that support the integrity and stability of society as a whole. From the standpoint of political science theory of the category of trust can be viewed from the perspective of a variety of approaches: institutional, political and cultural, from the perspective of social capital. According to the institutional approach is an element of trust in the internal institutional environment is an important part of the theory of effective management in the country. In accordance with the political-cultural approach trust acts result of political culture and political regimes, addressing the basis of the outcome and the political order. Theories of social capital treat the trust as a socio-political value, which can be exchanged for other useful for the citizen or the public good. Finally, the article concludes that political trust is one of the most important factors that determine the stability, sustainability and efficiency of the political system of the society as a whole.

Abstract
The article is devoted to the problem of establishing the Consular Service of Russia from the very beginning to the collapse of the USSR and the emergence of the Russian Federation. The author of the article analyses the theoretical grounds of consular relations in the legal discourse of the XIX century, which according to his viewpoint, is still relevant nowadays for the International Relations Studies. The article covers the genesis of the consular service step by step and considers the process of its legal establishment through the most significant clauses of the Consular Charters as the founding legal documents regulating consular service in this country. The author provides the arguments which allow to maintain that the Soviet period in the history of consular service in this country was by no means counterproductive, but on the contrary contributed to the development of consular relations and their legal grounds.

The article is devoted to the formation of the categorical apparatus in relation to the Russian reforms of the transition period. In this paper it’s analyzed the applicability of the concept of «systemic reforms» to the current socio-political transformations.
