POLICY AND CONSTITUTIONAL STATE
In the article, a comprehensive analysis of theoretical aspects of the formation of “e-government” was carried out in the context of the development of new state management. Factors affecting the formation and development of e-government in Russia have been identified.
The authors argue that the application of new and improved e-government tools is an important task in the context of improving the efficiency of public and municipal governance. The use of “e-government” technologies and tools makes the process of public administration more open, as citizens receive the necessary level of awareness about the results of the activities of public authorities. The advantages of developing interactive interaction between state administration bodies and citizens through expansion of activities of state ports, multifunctional centers of provision of state and municipal services, as well as state automated systems are justified.
No one better than people living in the region can know what is required for the development of the region. The modern government, oriented towards the development of an active civil society, should make this basic postulate the basis of a new management paradigm.
Although the implementation of the Trans-Pacific Partnership (TPP) agreement has changed as a result of the change of the US government, the essence of the TPP agreement has been inherited by the so-called «Comprehensive progressive Trans-Pacific partnership» (CPTPP). The new trade and economic agreement in the TPP paradigm will not only promote trade and economic development and regional integration, but also confirm the existing international division of labor, which will allow the developed countries of the region to consolidate a leading position, dominating the overall regional development, which will lead to the political and economic consequences of «deep integration led by the dominant countries of the region». In this regard, the analysis of China’s position in relation to the TPP is of great interest for understanding China’s vision of further development of regional economic integration in the Asian region.

The article describes an open model for the independent assessment of the competencies of the digital economy developed and implemented by the Russian Academy of National Economy and Civil Service under the President of the Russian Federation (RANEPA)
In modern conditions, the vast majority of municipalities in the Russian Federation are experiencing financial difficulties associated with a lack of incoming financial resources and a constant increase in costs. The key to improving the situation is to reduce costs and redistribute the released resources to activities aimed at improving the quality of public and municipal services provided to the population. Non-profit concession allows to combine efforts, finances, human potential and direct concentrated resources to solving priority problems. The purpose of the article is to confirm the hypothesis that the use of non-profit concessions will reduce the cost of providing education while maintaining or improving the quality of services provided to the population in this area. The results obtained in the course of the study can be used to increase the effectiveness of education systems in the municipal districts of all regions of the Russian Federation, and their individual elements will be suitable for use in similar purposes in towns.

The article examines the direction of improving the quality level of the educational process in the conditions of changing educational environment and new social challenges. One of the important aspects in the conditions of innovative transformations is the formation of students ‘ social and spiritual values. It is the General education school that should form in the minds of the younger generation spiritual, moral and Patriotic values, social and ethical norms of behavior based on national and universal ideals.
The study of students ‘own value preferences is insufficient from the point of view of methodological educational and organizational approaches.in this regard, students’ value orientations and preferences often remain outside the field of view of the pedagogical community.
The article notes that a comprehensive analysis of the formation of values of high school students, the study of the mechanisms of intergenerational continuity and the development of innovative forms of educational influence important study of value preferences of students, as well as the evaluation opinions of the teaching staff, especially young teachers engaged in the educational process. The purpose of this article is also to study the trends and specifics of the educational and educational process focused on the problems and formation of social values of students of educational organizations in the Leningrad region.
The article is dedicated to memes, their genesis, essence and typology. The purpose of the research was to analyze the current state of infosphere from memetics perspective. The methodology is based on the extrapolation principle of conceptual construct of evolutionary biology to understanding of the essence of culture and its development. The final conclusion of this research was an assumption that biological evolution continues in cultural. Cultures, which are evaluated as highly developed, spread their values in form of memes: any culture carries out semantic expansion and is aimed at their “advance”. Memes of life-affirming or rational values contribute to preservation and development of culture, and memes of life-rejecting or irrational values lead culture to the dead-end by causing intellectual stagnation in society. The latter could be interpreted as viruses. The environment for appearance and replication of meme-viruses is mass media and mediasphere in general. Based on the findings there are two main theses: there is a need to deal with meme-viruses, which requires improving skills/tech- niques of effective confrontation; it is necessary to develop intellectual immunity, providing a professional handicap to its carrier.
Currently, government and commercial organizations are increasingly dependent on the use of various information systems. Investments in information systems fi their place in enterprises of various sizes, from small to large. The main goal, which forces enterprises to imple ment information systems, is the need to obtain centralized access to information and facilitate the procedure for its receipt, storage and processing in order to increase productivity and increase the efficiency of production activities. Currently, information systems are a tool for standardizing business processes and offer a variety of functionalities based on best practices. At the same time, the implementation of the system is a difficult task (there is a very high percentage of unsuccessful projects), requiring great efforts, careful reflection and good planning, as well as a detailed analysis of the factors that are critical for the successful implementation of the system. Right now, the urgent need for finding new tools and opportunities to increase the number of successful projects. The article is devoted to critical factors affecting projects for the implementation of information systems in enterprises. The scientific works of domestic and foreign scientists and practitioners are analyzed and reviewed in order to identify factors that are called critical success factors that directly affect such projects in order to determine which critical factors were empirically recognized as “critical”. To evaluate each factor and the relationship between them, the author uses statistical analysis. The study also uses both quantitative and qualitative analysis of data obtained from scientific papers. The data collected were analyzed and 10 key success factors identified. Critical success factors are an effective and important tool for achieving the goals of projects for the implementation of information systems in enterprises, which will contribute to the correct decision-making and improve the effectiveness of projects and, as a result, the achievement of strategic goals that bring long-term benefits to the enterprise.
The article analyzes modern methods of personnel health management and provides examples of the implementation of the most interesting methods in foreign and Russian companies. The rationale is presented that the launching of healthcare management system can contribute to the improvement of competitiveness and growth of employee productivity, strengthening of corporate spirit, as well as creates a positive image and reputation of the company. The authors analyze the dynamics of the VHI market as one of the most demanded practices on care for the health of employees in Russia. The calculations are made on the dynamics of concluding VHI contracts with individuals and legal entities. The authors determine the dynamics of the average premium on VHI with legal entities for the last three years and the rates of increase of the volume of contracts from 2015 to 2019. Also the rolling factor of insurance payments is calculated. The forecast of the volume of VHI contracts with individuals for 2020–2022 is made. Also examples of the application of international medical voluntary insurance policies (MMS) in the performance of offi duties in dangerous working conditions, which can lead to the emergence of professional or serious diseases, are provided. The data on medical start-ups, which are able to positively aff the care of companies about the health of employees, are summarized. The authors provide data on practices on employee health care in domestic companies Lukoil, Rostelecom, Sberbank, Seventh Continent, etc., as well as data on cost savings of companies in the implementation of the system of employee health management. Some recommendations on the application of methods of managing the health of employees in domestic companies are presented.
Most of the IT companies all around the world are increasingly turning to the project management structure, in particular, the SCRUM and Agile models, however, there are also those who are keen on a strict hierarchical model and prefer to strengthen the vertical of power, and in some cases tighten control through bureaucratization processes. Business efficiency depends on the specifics of the implementation of each specific model and many additional factors. The empirical part of our research is dedicated to identifying the direct correlation between various aspects of the management structure functioning and thorough assessments of employees’ satisfaction and business success.
We think that our work will be useful for any professionals of IT industry: project managers, as well as owners of new companies and developers of start-ups and also managers of more mature businesses which are facing crises of effectiveness or problems with employees satisfaction.
The relevance of research on the implementation of the public-private partnership mechanism is determined by the important role of the state in investment projects of oil and gas enterprises. The article discusses the global practice and the experience of applying the mechanism of public-private partnership in the oil and gas sector of the Russian economy, identifies elements of the synergistic effect of public-private partnership, describes models of public-private partnership, presents successful examples of public-private partnership in the oil and gas sector of Russia. The key problem of the implementation of the mechanism of public-private partnership in Russia is identified, which consists in the insufficient development of medium-term and long-term financing and it is proposed to increase the level of attracted foreign capital through project financing. An assessment of the application of the mechanism of public-private partnership in the countries of the Eastern Partnership is carried out and the experience of the oil and gas sector of Azerbaijan is considered. The creation of a Public-Private Partnership Development Center in Azerbaijan is proposed to support public-private partnership policies, as well as support projects and programs of partnership between the state and business.

The foreign policy of theRussian Federationattracts the attention of experts and researchers not only during the days of obvious victories, but also during periods of serious trials.Russiamanaged not to become the periphery of any Center; this is the fi st, necessary, but not the only condition forNationalStatedevelopment. The second condition is the formation of such a foreign policy, which does not focus on cooperation with any exclusive partner, but clearly and unequivocally declares:Russiaitself is the center of power.
The review examines the textbook edited by M. N. Konia- gina, dedicated to the new and acutely relevant discipline “Fundamentals of the digital economy.” The structure of the textbook is considered, particularly interesting chapters are highlighted, the contribution of the co-authors not only to the textbook itself, but also to the development of thematic areas presented by the publication’s chapters is highlighted, which is confirmed by the numerous published works of the co-authors. The reviewer gives an overall high positive assessment of the peer-reviewed work, as well as recommendations for further deepening the topics being studied.
The author of the review is convinced that the textbook will be useful to students of the educational areas of Economics, Management, Business Informatics, State and Municipal Administration, teachers, business representatives in the process of corporate digital transformation, selfdevelopment, and organization of development processes for company employees.
STATE AND MUNICIPAL SERVICE
The work considered the possibilities and directions of evolution of demographic development of the Arctic region, analyzed some characteristics of the labor potential of the population living in the Arctic regions of the European part of Russia.
The purpose of the study is to substantiate the possibility of attracting the local population and the need to employment specialists from other regions of Russia for the development of the Arctic.
To achieve the goal of the study, general scientifi methods were used — the collection and analysis of data from state statistics and sample surveys. The use of a systematic approach made it possible to comprehensively assess the situation on the territory under study and substantiate the possibilities for its development.
Analysis of the quantitative characteristics of the labor potential of the studied regions showed a stable negative dynamics throughout the post-Soviet period. A number of reasons have been identifi that contribute to the outfl of population from the Arctic regions, the most important of which are the low standard of living compared to the Russian average, as well as the ineff functioning of the mechanisms of northern guarantees and compensation. At the same time, the qualitative characteristics of labor potential, in particular, the level of education of the population can be increased due to the existing educational potential of neighboring regions.
Conclusions about the need to attract people from the regions of the middle zone of Russia for the Arctic are made.
